Committed to making Uttar Pradesh the most preferred investment destination: Satish Mahana, Cabinet Minister, Govt of UP

Mr Satish Mahana, Cabinet Minister, Infrastructure and Industrial Development, Govt of Uttar Pradesh today said that Uttar Pradesh has emerged as one of the most preferred investment destinations due to the government’s policies that focus on ‘ease of doing business’.

Addressing the webinar on Challenges in sourcing cheaper electricity for industries in Uttar Pradesh organized by FICCI, Mr Mahana said, “Uttar Pradesh is on a mission to attract investment, which will, in return, generate employment opportunities for the citizens.”

He said the Industrial Investment & Employment Promotion Policy of Uttar Pradesh 2017 was formulated with the vision to establish UP as a nationally and internationally competitive investment destination.

In the recent past, the state government has taken several initiatives to promote industries in the state. “The state jumped to number two position, from number 12, in terms of ‘ease of doing business’ in India,” he said.

Post-COVID lockdown, industries today are facing pressure to reduce their operating costs and overcome economic contraction. The state government is working with industries to identify measures required to overcome these challenges and has also recently issued an Industrial Policy for reviving industrial activity in various parts of the region. “As electricity cost is one of the major input costs for manufacturing industries, industries in UP must explore all options to source competitive power available in the country,” said the Minister.

The Minister urged FICCI and industry members for a joint meeting on the current open-access situation to discuss the prospects and open doors for industries in UP by sourcing cheaper electricity supply system, which will be a win-win situation for both the industry and the government.

Speaking at the event, Mr Sharad Jaipuria, Chairman-FICCI UP State Council said, “Industries in UP need affordable power to reduce the input cost and this power should be competitive to keep the cost of the product competitive.” He further said that open access can help consumers to source electricity competitively instead of buying expensive electricity from local Discoms. “It allows consumers to buy electricity directly from power generators, traders, or exchange. Consumers need to pay certain open access charges as defined in appropriate regulations for using power networks,” said Mr Jaipuria.

Mr Anujesh Dwivedi, Partner, Deloitte highlighted the significance and need for cheaper power for manufacturing and how this can be enabled through open access. “To reduce cost and tackle economic slowdown post-COVID, existing industries need assistance to attract new investments into the state. Significant cost savings can be made by industrial consumers, by sourcing electricity from more competitive sources under open access,” he said.

Mr Manoj Gupta, CMD, MKU Ltd said, “Tariff and Non- tariff barriers should be relaxed to help industries contribute more to the GDP growth in the country. These tariffs put an extra burden on the cost incurred by industries to meet out its daily expenses. “Reverse metering system installed for a rooftop solar system at some industries in Kanpur and UP, which has been withdrawn must be re-introduced as it benefitted industries on a larger basis in tackling electricity cost,” he said.

Mr Rohit Bajaj, Head-BD, IEX said, there are various options of power procurement like long term, medium term, bilateral, and exchange. Exchange is the most preferred option for buying electricity globally with minimum prices. With the interventional of Ministry of Power and CERC, we have introduced the real-time power where one can buy power on an hourly basis. “Rationalisation of charges is the main need of the hour to tackle the post-COVID situation,” he said.

Mr Amar Tulsiyan, Co-Chairman, FICCI UP State Council said, UP is on a mission to attract investment to the state, which will not only increase the employment rate but also save the migrant workers. The industry welcomes the open access and we will submit a white paper on the same to the government at the earliest.

Open Access through power exchanges can be availed by the industrial and commercial consumers above 1 MW for sourcing competitively priced electricity and power could be procured directly from power generators, traders, or through power exchange.

Uttar Pradesh among top 5 in MSME employment generators amid Covid-19

Uttar Pradesh has found place among top five states of the country for providing employment under the Micro, Small and Medium Enterprises (MSMEs) during Corona pandemic.

In a recent report of Reserve Bank of India (RBI), Uttar Pradesh has secured a place ahead of Karnataka, Rajasthan, Delhi, Haryana and Telangana in the list of top 10 states.

The states ahead of Uttar Pradesh are Madhya Pradesh, Gujarat, Tamil Nadu and Maharashtra.

"The Uttar Pradesh government not only managed the return of about 40 lakh migrants from all over the country but also took up the onerous task of providing them employment," the government spokesman said.

"In a first, the state government did skill mapping of about 20 lakh migrant labourers/ workers to enable them get job as per their skill set," he added.

The state government also signed MoUs with various industries for creation of 11 Lakh jobs within a year. While FICCI and IIA will account for three lakh jobs each, realtors' body NARDCO and the Laghu Udyog Bharti have agreed to provide jobs to 2.5 each to migrant labourers.

The state government set up new MSME units and is facilitating the distribution of loans to entrepreneurs for this. A new portal 'Sathi' was also launched to help entrepreneurs set up new units.

The government also plans to set up 1000 new units across the state in its efforts to generate more employment and also help people learn entrepreneurial skills, the spokesman said.

As many as 90 lakh MSMs are functional in the state and the sector has been projected as the new growth engine for economic development of the state.

The ambitious scheme of One District One Product (ODOP) under MSME in UP has emerged as a game changer in the times of the pandemic.

Under ODOP, the products of 75 districts are being promoted and sold nationally and internationally on online platforms like Amazon and Flipkart.

As a result, the small districts like Jaunpur, Etah, Pilibhit, Mirzapur and Pratapgarh have become centres for employment due to successful implementation of ODOP.

UP fifth in generating jobs in MSMEs, says govt citing RBI report

The Yogi Adityanath government on Tuesday claimed that Uttar Pradesh has been ranked fifth on the list of states that have generated most jobs in the MSME (Micro, Small & Medium Enterprises) sector, and cited a report of the Reserve Bank of India (RBI).

Calling it a major success, the state government said the top four states ahead of UP are Maharashtra, Tamil Nadu, Gujarat and Madhya Pradesh.

“Uttar Pradesh has become the fifth state to generate the highest number of jobs in the MSME sector. The state has achieved the fifth position in the ranking prepared by the RBI after leaving behind states like Rajasthan, Karnataka, Delhi and Punjab. The RBI prepared the report after assessing all the states in the country. The RBI has also included the data of jobs created by the Yogi Adityanath government during the Covid era,” read the statement.

“Amid the Covid pandemic, the government not just took the decision to bring back more than 40 lakh migrants stuck in other states, but also fulfilled the challenge of providing them with jobs. After skill-mapping of more than 20 lakh workers, they were given employment through the MSME department. The state government signed MOUs with FICCI and IIA to give jobs to 6 lakh workers. Also, MOUs with institutes like NAREDCO and Laghu Udyog Bharti were signed to generate 5 lakh jobs in the private sector,” it said.

The government also said that 90 MSME units were operational in the state and the ‘One District One Product’ (ODOP) scheme of the government proved to be a gamechanger.

“In the ODOP scheme, started under the MSME sector, people were given employment and business on a local level. The MoU with companies like Amazon and Flipkart for online business gave the scheme a new speed,” it said.

Not just prominent districts, but smaller districts like Jaunpur, Etah, Pilibhit, Mirzapur and Pratapgarj have become centres of employment under the ODOP scheme, the government claimed.

UP among top five states in generating jobs in MSME sector

Uttar Pradesh (UP) has been placed among top five states of the country for generating employment in the Micro, Small and Medium Enterprises (MSMEs) sector during COVID-19 pandemic.

According to a recent report of Reserve Bank of India (RBI), UP has secured a place ahead of Karnataka, Rajasthan, Delhi, Haryana and Telangana in the list of top 10 states.

''UP has become the fifth state to generate the highest number of jobs in the MSME sector. The state has achieved the fifth position in the ranking prepared by the RBI after leaving behind states like Rajasthan, Karnataka, Delhi and Punjab,'' read the statement.

''This happened because the state government took it seriously and proactively they asked all the districts administration to create or look for creating jobs for these migrants who returned during COVID pandemic to their native villages,'' a Gurugram based industrialist Dr. Animesh Saxena, told KNN India.

''Due to proactive actions of the UP government and creating opportunities for migrants in their own state this is something which has helped the government to achieve a place among top five states.'' he added.

Yogendra Kapoor, an Economist while commenting on the same said that UP enjoys availability of cost efficient labour in comparison to other states and this is one of the reasons for this which has helped the state government.

‘’UP has scored 2nd place among all states in India in Business Reform Action Plan report for the year 2019. The state has made consistent efforts for creation of the balanced ecosystem of trust and positive sentiments with the business industry by working to do labour reforms wherein the employer can hire and fire employees without its approval in a much relaxed manner,’’ said Kapoor.

He further added that availability of land for businesses with relaxed terms and conditions, concessional rates with tax benefits and exemptions, availability of power, time bound approvals and measures to reduce regulatory laws and Permissions are also some reasons for this achievement.

Notably, the state government signed MOUs with FICCI and IIA to give jobs to 6 lakh workers. Also, MOUs with institutes like NAREDCO and Laghu Udyog Bharti were signed to generate 5 lakh jobs in the private sector.

Yogi Adityanath led UP government also set up new MSME units and is facilitating the distribution of loans to entrepreneurs for this. A new portal 'Sathi' was also launched to help entrepreneurs set up new units.

ODOP virtual fair brings smiles to the faces of buyers and sellers in UP

The country's first One District, One Product (ODOP) virtual fair has been a huge success and will now continue till Tuesday as directed by Chief Minister Yogi Adityanath on Sunday, according to an official statement.

The fair, inaugurated by the Chief Minister on October 19, was widely promoted on online platforms like Facebook and Google by the ODOP Cell, FICCI and MSME Department.

The fair aims to provide Uttar Pradesh's traditional products a platform at the national and international level and help the craftsmen, artisans and traders get a new identity.

A state government has organized such a fair for the first time amid the pandemic.

"As many as 1,000 buyers from 35 countries participated in the ODOP virtual fair. In addition, more than 700 ODOP artisans have set up their stalls in the fair. More than 24,000 people logged on to the ODOP site and more than 40,000 people have registered their presence in the fair. A total of 47,273 business cards were awarded during this time. With this, attendance of about 7,000 people was recorded in the online auditorium of the virtual fair," said an official statement.

"The virtual fair has proved to be a boon for traders facing a recession in the time of coronavirus. The ODOP virtual fair allows traders to market their products online and sell products on the appropriate platform. Yogi's 10 million jobs target

One of the bigger lakes in eastern Uttar Pradesh, Lake Samda, spread over 60 hectares of land in Sohawal block in Ayodhya district, is the focus of all eyes these days. Nearly 1,000 people are at work here, trying to restore the lake. Besides providing employment, the restoration work also hopes to beautify the lake. “The work is not only to restore the huge Samda lake but also to provide jobs under MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act). Most of the 1,000 labourers are migrants who returned to UP during the lockdown,” says Ayodhya district magistrate Anuj Kumar Jha.

Some 3.5 million migrant labourers have returned to the state from different parts of the country. On June 15, during a meeting with officers at his official residence on 5, Kalidas Marg in Lucknow, Chief Minister Yogi Adityanath came up with a plan to create 10 million job opportunities in the state. MGNREGA will be a major contributor in this, making up over 70 per cent of the total jobs created. “Besides the restoration of rivers, lakes and ponds in rural areas, construction of rural roads, pits for the plantation drive and other such activity are being carried out to provide work to people,” says rural development minister Moti Singh.

According to details from the office of the rural development commissioner, UP has about 18 million MGNREGA job cardholders. Out of them, 8.5 million are now active. About 1.5 million new job cards have been added in the past two-and-a-half months, most of them migrant labourers. Yogesh Kumar, additional commissioner, MGNREGA, says, “We have not specified any work to be carried out anywhere. District authorities are taking a call on the work provided under MGNREGA.” Since April 21, the rural development department has been on overdrive, trying to create job opportunities and allotting fresh job cards. Over 6.5 million households have been engaged under MGNREGA in the past two months; over 1 million of them are migrant ones.

The small-scale industries sector is the largest avenue for employment in the state. Chief Minister Adityanath, on May 27, signed MoUs for the employment of workers in the state. The agreement with the Indian Industries Association (IIA), FICCI (Federation of Indian Chambers of Commerce and Industry), Laghu Udyog Bharati and National Real Estate Development Council (NAREDCO) is likely to give employment to more than 1.1 million workers. “The state government is also surveying the MSMEs and big industrial organisations to assess how their manpower use can be strengthened,” says a senior official in the industry department. “Another proposal is an internship or apprenticeship for unskilled people, who can be linked with an industry of their choice and get training while they work. The apprenticeship will be for a year, during which the trainee will also be paid by the state government and industry together.”

In the past two months, 53 personnel protection equipment (PPE) manufacturing units have been set up across the state with a combined production capacity of 50,000 kits per day. “The state government encouraged the setting up of PPE units under essential manufacturing to both provide kits and ensure employment. More than 5,000 people have got jobs in these PPE manufacturing units during the lockdown,” says additional chief secretary, MSMEs, Navneet Sehgal. During Unlock 1.0, 325,000 MSME units started work again in UP, employing 2.55 million workers; similarly, more than 80,000 micro units started working, giving jobs to over 250,000 people. Chief secretary R.K. Tiwari says, “We are roping in all the major departments to arrange work. The MSME department, public works department (PWD), horticulture department and the agencies constructing the expressways will also contribute in a big way in the creation of jobs. All our effort is to meet the target of creating 10 million jobs per day.”

When Centre, state work in unison, results are better: UP CM Yogi Adityanath

Uttar Pradesh managed to keep the spread of Covid-19 under check because the government did everything that Prime Minister Narendra Modi had advised during the lockdown and then during unlock, chief minister Yogi Adityanath said on Friday, adding that when the state and Centre work together, the results are much better.

Addressing industry representatives on ‘Rebuilding and Rebooting the Economy of Uttar Pradesh Post Covid-19’ at a webinar organised by FICCI, the CM thanked industrialists for their contribution in keeping the state’s economy moving during the lockdown.

“To provide a conducive environment for investments, a government should ensure two things. Security and freedom from unnecessary government interference. Our government has made sectoral policies to encourage investment. Our biggest challenge after the lockdown was to get new investment in the state and we are taking all steps towards that,” the CM said.

He spoke about how, even though there was stiff resistance to it from many quarters, his government undertook labour reforms during the lockdown. Setting up a land bank was a challenge, he said, but UP has a 20,000 acre land bank for new industries. Work on infrastructure development was also taking place, like new airports, four-lane roads, connectivity with district headquarters and continuous power supply.

Declaring that UP has been successful in tackling both corona and ensuring that industry continued to function due to the team work by government officials, people, industrialists, etc, the CM said that initially there was worry about infections rising in the state due to the 35.92 lakh migrant workers returning to UP. Most of the PPE kits that are being used are being manufactured in the state as well. We managed to make so much sanitizer, which was not an industry in UP before thelockdown. Now, we are exporting it,” the CM said.

MSME minister Sidharthnath Singh, who also attended the webinar, said that the CM had made it clear that UP was in competition with Southeast Asia, and not just with other states. Therefore, the state’s industrial policies were being revised to bring UP at par with other Southeast Asian nations to attract foreign investment.

Industries minister Satish Mahana said that the state was almost back to the pre-lockdown situation with regards to industry as the state had focused on a three-pronged strategy of survival, revival and then progress.

Hospitality industry seeks bailout package

Paralysed by the prolonged lockdown, the tour and travel industry has asked for a major relief package, including a tax holiday, to stay afloat and also to save over five million jobs.

Raising the demand during a first of its kind webinar held here on Thursday, representatives of the tour and hospitality industry requested principal secretary, tourism, Jitendra Kumar, who also heads culture and religious affairs department, to launch a relief package for the industry which is devastated by the novel coronavirus pandemic. The webinar was organised on the initiative of the tourism industry with a sole purpose of apprising the state government of problems being faced by the industry.

Talking to TOI, Kumar said that the government is committed to solve grievances of the tourism sector which is passing through a critical phase. “I will discuss their demands with chief minister Yogi Adityanath. It has to be a collective action by various departments as their demands are not limited to the tourism department only. Thus, before finalising the relief package we would have to consult various departments, including power, revenue and finance,” he added.

During the interaction, the representatives sought a bailout package from the government. They said that the 50 per cent of salary bill of staff engaged with the hotel and travel industry should be borne by the government. Besides, the government should pay employees' share of provident fund for six months and exempt bars and hotels from paying SGST, property taxes and excise for the same period. They also demanded monthly stipend for the registered guides for at least six months.

Meanwhile, Rajiv Saxena, CMD, Sanskriti Travels, suggested that the government should offer interest free loans to the tourism industry with an option of paying back the loan in EMIs after the revival of the sector. Adil Zaidi of the Ernst and Young also advocated for a bailout package for the crippled tourism industry.

Expressing similar views, Amar Tulsiyani, co-chairman of the FICCI state council, said that the salary bill of 50 per cent of the staff should be borne by the government. Expressing concern over rising cases of Covid-19 in Agra, he said that the tourism industry in the state would need at least a year to bounce back once again.

In his concluding remarks, the principal secretary told the representatives that not only the private sector, but even the government was facing huge financial losses due to the economic slowdown. Currently, due to spread of new coronavirus cases in the state, the government's focus is on the health sector. He, however, assured them that their demands would be conveyed to the government and remedial steps would be initiated soon.

UP minister extends support to industry to tackle smuggling counterfeiting issues

Uttar Pradesh Minister Brijesh Pathak Friday extended his support and cooperation to the industry's efforts to curb smuggling and counterfeiting activities.

Pathak, who holds portfolios of justice, legislative, conventional energy sources and political pension, urged the industry to come out with a set of recommendations, which will be 'duly considered while designing the future policies.'

"I congratulate this initiative to curb the menace of smuggling and counterfeiting activities, which is destroying economy, and extend my support in working collaboratively with the industry body," he said while addressing a seminar organised by FICCI CASCADE (Committee Against Smuggling and Counterfeiting Activities Destroying the Economy) here.

"If adequate and necessary support from the general public is received, the government will be better equipped to fight the hazards of smuggling and counterfeiting and make new laws on the subject," he said.

FICCI Uttar Pradesh state council member Amar Tulsiyan, while addressing the conference, said counterfeiting and smuggling adversely impact industries, consumers, governments and economies.

It is imperative to understand the need for safeguarding the rights of legitimate industry in developing competitiveness in various sectors of the economy, he added.

"During the last 20 years, the volume of counterfeiting activity, globally, has increased 100 times and the size of trade in counterfeited goods is 10 per cent of the legal international trade (around 2 per cent of the world's overall economic output). The problem of illicit trade is much more serious than it is commonly perceived," FICCI CASCADE advisor P C Jha said.
