Northeast Advisory Council welcomes Budget

Reacting to the Union Budget, Ranjit Barthakur, Chairman, FICCI North East Advisory Council said, "We welcome the focus on infrastructure, particularly the decision to set up a Development Financial Institution (DFI) with a projected lending portfolio of Rs. 5 lakh crore and the move to enable debt financing by foreign portfolio investors. This has the potential to give a much needed boost to the infrastructure sector, we hope that the proposed infrastructure pipeline will include major infrastructure requirements of the Northeast like Inland Water Transport, rail connectivity and Air Connectivity to remote locations.

Over the last few years FICCI has made several recommendations for improvement of connectivity in the region through Inland Water Transport, Rail, road, and Air Connectivity. While substantial progress has been achieved in road and Air connectivity, Inland Water Transport and Rail connectivity need a renewed focus.

Barthakur welcomed the decision regarding creation of a "National Monetization Pipeline" for brown field infrastructure assets, he said, "apart from raising funds for infrastructure projects, this will also help improve operational efficiency by involving the private sector."

Barthakur also welcomed the enhancement of budgetary outlay for health and wellbeing by 137% to over 2.23 lakh crore. "This will give a much needed boost to health care delivery in the country and I hope many remote parts of the North East will benefit from this. "While I am happy that a provision has been made for addressing the issue of Air Pollution in urban areas I would like to reiterate the need for linking development to our natural assets like Inland Waterways" he said.

The FICCI release also said, despite ending the year with a 9.5% deficit, the fact that no significant new taxes have been announced, shows that the Government has been prudent and is focused on growth "in the realm of the financial sector there were many reform-oriented measures that were announced. The decision to privatize two public sector banks and one public sector insurance company underlines government's commitment to limit its presence even in the strategic sectors and give a larger role to be played by the private sector. To further release capital for growth and strengthen the banking system, FICCI for long has been advocating the need to set up a National Asset Management Company."

It is heartening to see this idea moving forward with the government's announcement to set up an Asset Reconstruction and Management Company. "This will help banks to unlock stuck capital and use it for more productive purposes. This measures along with the decision to recapitalize Public Sector Banks to the tune of Rs 20,000 crore will prepare banks well to meet the credit requirements of a growing economy," the release said.

With innovation and R&D being the key differentiator for determining growth, there was a need to incentivize R&D in the country. "While FICCI appreciates the government's decision to set up a National Research Foundation with an allocation of Rs 50,000 crore, we reiterate the request to bring back weighted deduction of 200% for investments made by private sector towards innovation and R&D," he said.

Honey-Season-2020; FICCI online conference on beekeeping organized

The North East Advisory Council of FICCI (Federation of Indian Chambers of Commerce and Industry) is organizing an online conference on beekeeping and honey making under the theme 'Honey Season-2020' from 10:45 am on August 28, 2020 to promote the sector by establishing a platform for interaction between various stakeholders from the government and Industry. KVIC (Khadi and Village Industries Commission) Chairman Vinay Kumar Saxena will attend the programme slated to bring together potential entrepreneurs from the sector. Over the past few years, awareness regarding health benefits associated with honey has significantly increased. Governments and international organizations are promoting it as an important food ingredient as well as a beneficial mediational ingredient.

The American Academy of Pediatrics (AAP) recognized honey as a potential remedy for various respiratory-tract infections. In addition to this, honey making and bee keeping also offers plenty of business opportunities for entrepreneurs. The market of honey in India is worth Rs 17.3 billion. It has the potential to sustain 120 million bee colonies that could generate 1.2 million tonnes of honey and 15,000 tonnes of beeswax. The North East Region (NER) of India, Punjab and Maharashtra are the key areas for natural honey production. The strong foothold of apiculture, coupled with a high concentration of middle-income age-groups in countries including China and India, is projected to promote investments by the prospecting companies in the near future, stated a release.

Experts explore 'Education for Future' in FICCI Webinar

Global Outbreak of Covid19 has created need for a paradigm shift in education sector. At this crucial juncture, nurturing and developing the human capital in a sustainable manner is the utmost necessity to revamp the socio-economic condition of a region and a country. But the big question is as to where to start from and how to start.

In an attempt to explore possible solutions for education during ‘new normal’ era, FICCI along with Unacademy organized a webinar on ‘Education for Future’ today. The Webinar focused on democratizing education, making quality education accessible to everyone by bringing top educators to students across the country through the platform.

Several eminent academic personalities shared their views on making a viable and sustainable quality education system for everyone across the country.

Setting the tone for discussion, Ranjit Barthakur, Chairman of FICCI Northeast Advisory Council stressed on proper planning to merge education, skill and economy. He further said, FICCI is in the forefront of driving the change in modern education system from Brick and Mortar to Virtual Platforms as per the demand of the economy.

Taking part in the Webinar discussion, Nellie Ahmed Tanweer, Founder of Maria Public School, which transformed it into ‘online home schooling’ shared her ideas to cope with changing scenario and innovative teaching methodology.

She said, the global lockdown has resulted in re-defining and re-imaging of educational institutions throughout the world including NE India. She identified teachers as game changers.

“Multi-mode and integrated access to education using Web portals, Mobile Apps, TV channels, Radio, Podcasts are leading to personalization of teaching and learning”.

She elaborated on assessment method in Home schooling. Nellie Ahmed Tanweer said, “For primary school and Middle schools, assessments must be based on skills and values rather than curriculum”. In this connection she also said, there was a time when administrative officials. kindness, empathy and sharing were valued more than anything else.

For assessments in High School level, she said, “Available technology must be used to ensure the system is fair and parents can invigilate exams and assignments”. Tanweer talked in favour of focusing on higher order, analytical skills where answer cannot be Googled.

Nellie Ahmed Tanweer also stressed on the need to arrange several counseling sessions with parents and students to address various mental issues faced by them in the current situation. She highlighted need for coordination between educators, learners and parents.

Besides, Tanweer listed out several e-learning platforms for the benefits of teachers, learners and parents.

Sitharam, Director, Indian Institute of technology Guwahati, Prof. Gautam Barua, Director, IIIT Guwahati and Prof. Mukulesh Barua, Director of Assam Institute of Management also shared their views stressing on development of connectivity, Industry-participation in designing curriculum and several other issues highlighting need to make digital learning system accessible to everyone – even in rural areas.

To generate employment, Mizoram gives sports industry status

The Mizoram Cabinet has granted industry status to sports, a move aimed at generating employment.

Chief Minister Zoramthanga said his Mizo National Front government followed the sports policy in many countries for the approval during a Cabinet meeting on Friday.

“We seek to invest more in sports for the generation of employment and increasing value. The industry status should help us meet the requirements of sportspersons and others involved in the sector,” he said.

Sports Minister Robert Romawia Royte said the Sports and Youth Services department had advised the State government to grant the status.

“Sports investors and promoters will benefit from it but the sportspersons will be the ultimate beneficiaries,” he said, adding that the status would ensure sustainability, proper registration and management of sports.

“The Federation of Indian Chambers of Commerce and Industry and other industrial bodies have shown interest in our move. Sports and its infrastructure will be eligible for availing of subsidy, loan and assistance from private and government sources,” Mr. Royte said.

Mizoram has a pool of footballers playing for premier clubs across the country. The State has also done well in hockey and weightlifting in recent years.

Sports is now an 'industry' in Mizoram

The state cabinet has granted industry status to it. Earlier, the state’s Sports and Youth Services Department had proposed to the state government to grant industry status to sports. It was aimed at the sector’s development.

Chief Minister Zoramthanga believed the move would generate employment among others.

“It has become an industry in Mizoram. We have a good number of footballers who play outside the state and brought in a lot of money. In order to meet requirements, we will try to develop sports so that it can be a good industry,” Zoramthanga told The New Indian Express on Saturday.

“If we invest more in sports, it will generate employment and increase the value of sports. It is an industry in many countries. We are only replicating it,” he added.

The state’s Sports Minister Robert Romawia Royte said the industrial policy would take care of sports.

“It (sports) now assumes the status of the industry in Mizoram. Sports investors and promoters will benefit from it but the sportspersons will be the ultimate beneficiaries,” the Minister said.

He was confident that the industry status would ensure sustainability, proper registration and management of sports in the state.

“The Federation of Indian Chambers of Commerce & Industry and other industry bodies have shown interests after knowing our decision. Sports and its infrastructure will be eligible for availing of subsidy, loan and assistance from private and government sources. The benefits will be multi-faceted. FLO North East Celebrated Children’s Day with Children of Hafiznagar in Guwahati

FICCI FLO North East celebrated Children’s Day with the children of UTSAH Child Protection Center of Hafiznagar No 2 Community, a slum cluster located in the Bamunimaidam area of Guwahati.

Children performed dances. Dr. Srutimala Duara, Chairperson, FLO North East, addressed the gathering and appealed to the children to study well and have fun at this stage of their life, not to go rag picking. Miguel Queah has arranged for their education through UTSAH.

Lunch was provided to about 100 children. A cake was cut.

Notebooks, pencils, pens, erasers were gifted to the children.

It may be mentioned that Children’s Day is celebrated in India to increase awareness of the rights, care and education of children. It is held on 14 November every year as a tribute to India’s First Prime Minister, Jawaharlal Nehru, fondly known as ‘Chacha Nehru’ among children, he advocated for children to have fulfilled education. On this day, many educational and motivational programs are held across India, by and for the children.

Government to seek suggestions from stakeholders on industrial policy for North-East: Som Parkash

Som Parkash, Union Minister of State for Commerce and Industry said that the Central Government will incorporate the opinions and suggestions of the stakeholders when a new industrial policy for the North-East will be formulated.

The Minister said this at a stakeholders meeting of various industry associations in Guwahati on Monday.

In the meeting, industry associations like ICC, CII, FINER, FICCI, Laghu Udyog etc. raised the issues and challenges like online registration, GST, subsidy, incentives, bank loans, import-export, custom duty on North East Industrial Scheme (NEIDS) 2017.

Minister Som Parkash assured the associations and business enterprises that their valuable suggestions would be considered in consultation with the Finance Ministry to the satisfaction of the industrialists while formulating the new policy.

He also added that a team from the Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce and Industry will visit the state shortly to have a first-hand account of the constraints faced by the industrialists under NEIDS – 2017.

Union Minister Som Parkash on Monday said the Centre would incorporate opinions and suggestions of all stakeholders when a new industrial policy for the North-East will be formulated. The Union Minister of State for Commerce and Industry in a meeting with various industry associations like ICC, CII, FINER, FICCI, Laghu Udyog here assured the associations and business enterprises that their suggestions would be taken into consideration while formulating the new policy.

He also requested the Ministry to depute adequate staff and upgrade the infrastructure at the four Land Custom Stations at Sutarkandi in Karimganj, Sahapara in Mankachar, Lakhimari in Golokganj and Darranga in Baksa, so that the fruits, vegetables and other perishable items can be exported from Assam to the neighbouring countries. He also requested inclusion of an appropriate mechanism for expansion of the existing industrial units under NEIDS in the region.

He spoke on how to be safe from hackers, stalkers and harassment from advertisers who might actually be trying to get into the mobile user’s details. He also appealed to everyone to think before forwarding any message that comes as forwards on WhatsApp. Singh with his witty anecdotes gave an account of the cases in which the Assam Police managed to fish out cyber criminals. Focus on Sustainable and Resurgent Agriculture: CM Sarbananda Sonowal

A day-long Northeast regional conference on ‘Transformation of Indian Agriculture’ organized by the Government of Arunachal Pradesh, in association with TERI and FICCI, was held in Guwahati on Friday. The conference was attended by Arunachal Pradesh Chief Minister Pema Khandu, Assam Chief Minister Sarbananda Sonowal, and with the participation of a host of agricultural scientists, technocrats, government representatives, representatives from the industries and administrators from across the region.

The focus of the conference was to gather valuable inputs and suggestions for preparing a roadmap for the transformation of Indian agriculture in the next few years. The objective of this conference is to derive inputs from all the NE states and industries which will be compiled in a report for submission to the high-cower committee to be formed by the NITI Aayog in the next meeting to be held on August 16 at Mumbai.

He also emphasized in having a proper roadmap for the inclusive growth of the agriculture and allied sector. He reiterated in the need for a focus planning and policy documentation in view of the increasing demand for food crops. He also expressed his view in having state-specific changes in the prevalent Acts and rules governing the agriculture and modify them to suit the farmers’ interests.

The high-power committee for the transformation of Indian agriculture, which is headed by Maharashtra Chief Minister Devendra Fadnavis, has been holding a series of conferences across the country for preparing a roadmap for the agriculture sector, which will be submitted to the Government of India in the next few weeks.

Earlier, welcoming the guests and participants, Arunachal Pradesh Agricultural Production Commissioner A K Singh emphasized on the potentialities of NE states in agriculture which is more or less organic nature can be a new growth engine as far as augmenting the productivity of agriculture is concerned. He also briefed that NE region did not get many benefits of the Green Revolutions of the sixties but now the time has come when the NE states can surge ahead in augmenting the agriculture and allied sector for sustainable growth. Sonowal stresses adopting organic farming in Northeast

Assam Chief Minister Sarbananda Sonowal on Friday stressed the importance of adopting organic farming in Northeast.

“Northeast with its fertile land, sufficient rainfall and rich biodiversity has the potential to capture the market of entire South-East Asia consisting of 800 million people,” Sonowal said.

He was speaking at the inaugural session of Northeast Regional Conference on Transformation of Indian Agriculture organised in Guwahati.

“Act East Policy has provided a great opportunity to the region for massive economic growth through the export of quality organic agricultural products,” Sonowal said.

“Assam government has taken up exhaustive plans to convert the state agriculture sector into organic farming,” he further said.

The CM also informed that the state’s vegetables and fruits have received a good response in the international market.

Citing Vietnam’s example, Sonowal said, “Three decades ago the country did not have a flourishing economy but in 30 years the country has achieved $34 million worth of yearly agricultural exports.”

“The country has been able to capture the world market through value addition of their agricultural products,” Sonowal said.

“Northeast Agri exports could capture the market of entire South East Asia by following such example,” he opined.

Chief Minister Pema Khandu today pitched for farmers to be provided with accurate and timely market information, saying this will enable them to make informed decisions about what to grow.

Speaking during the daylong North East Regional Conference on Transformation of Indian Agriculture here, Chief Minister said Arunachal produces world-class horticulture and agriculture crops, but due to lack of proper market information on demand and price, there is always mismatch between farm produce and the actual demand.

Expressing alarm that huge gap exists between actual market demand and production, Chief Minister urged the Union Commerce Ministry to step in to empower farmers to make informed decisions. He said hand holding is required in professional way to guide the farmers in their production and marketing decisions.

Northeast industry bodies hail Union Budget 2019-20

The industry bodies of the Northeast have hailed the Union Budget 2019-20 presented by union finance minister Nirmala Sitharaman on Friday.

While hailing the budget, the Federation of Industry and Commerce of North Eastern Region (FINER) said the budget is aimed at long-term goals of achieving US$ 5 Trillion GDP in the next five years.

FINER president Pabitra Buaragohain said the focus is on infrastructure, connectivity in terms of Railways, State Roadways and Waterways, which will not only boost economic activity but will give a much needed boost to generating employment in the country.

“The government announcement that it will invest Rs 100 lakh crore in next five years in infrastructure will enhance investor sentiment and clearly promises large employment generation. Emphasis on Act East Policy will naturally augment infrastructure and connectivity of the Northeast region with the ASEAN countries,” he said.

Buaragohain added that the government also intends to facilitate easy finances to MSME sector by expeditious sanctioning of loans which will be a major step.

“The banking sector is being helped with a Rs 70,000 crore re-capitalisation fund, which shall directly impact availability of funds to provide credit facility to industry,” he said adding that simplification of labour laws by keeping only 4 labour codes and replacing a plethora of existing laws will further contribute enormously to “ease of doing business” in the country.

“However, FINER feels that imposition of Excise Duty and Cess on petrol and diesel could have a cascading impact on travel and transport cost which possibly needs to be reviewed. Another encouraging feature of the budget is introduction of a Dispute Resolution-cum-Amnesty Scheme for resolution and settlement of legacy cases of Central Excise and Service Tax. This is a welcome step for clearing up huge pendency of appeals, etc. and officials and the tax payers may concentrate on future business and revenues,” he said.

Reacting to the Union Budget 2019 -2020, Ranjit Barthakur, chairman, FICCI North East Advisory Council said, “This budget has taken a balanced approach towards setting priorities and takes forward the plan that was set in motion in the interim budget. The focus on infrastructure development, housing, agriculture will give long term dividends to the economy.”

He said the budget maintained its focus on infrastructure development. While the government would continue with its existing major national programs like Bharatmala, Sagarmala, Rural roads, Udan and Inland waterways scheme, the vision of taking connectivity to the next level through ‘One Nation One Grid’ for electricity and a similar plan for gas grids, water grids, i-ways and regional airports is indeed ambitious and would be transformational in its impact.

Barthakur also welcomed the decision to reduce corporate tax to 25% for companies with turnover up to 400 crore.

“This along with initiatives like 2% interest subvention and payment platform for MSMEs will help small and medium industries in the North East and across the country,” he added.

While hailing the budget, the Federation of Industry and Commerce of North Eastern Region (FINER) said the budget is aimed at long-term goals of achieving US$ 5 Trillion GDP in the next five years.

FINER president Pabitra Buaragohain said the focus is on infrastructure, connectivity in terms of Railways, State Roadways and Waterways, which will not only boost economic activity but will give a much needed boost to generating employment in the country.

“The government announcement that it will invest Rs 100 lakh crore in next five years in infrastructure will enhance investor sentiment and clearly promises large employment generation. Emphasis on Act East Policy will naturally augment infrastructure and connectivity of the Northeast region with the ASEAN countries,” he said.

Buaragohain added that the government also intends to facilitate easy finances to MSME sector by expeditious sanctioning of loans which will be a major step.

“The banking sector is being helped with a Rs 70,000 crore re-capitalisation fund, which shall directly impact availability of funds to provide credit facility to industry,” he said adding that simplification of labour laws by keeping only 4 labour codes and replacing a plethora of existing laws will further contribute enormously to “ease of doing business” in the country.

“However, FINER feels that imposition of Excise Duty and Cess on petrol and diesel could have a cascading impact on travel and transport cost which possibly needs to be reviewed. Another encouraging feature of the budget is introduction of a Dispute Resolution-cum-Amnesty Scheme for resolution and settlement of legacy cases of Central Excise and Service Tax. This is a welcome step for clearing up huge pendency of appeals, etc. and officials and the tax payers may concentrate on future business and revenues,” he said.

Budget 2019: Northeast India gets Rs 50169.39 crore, highest ever allocation

NDA government increases allocation for eight states of Northeast India to Rs 50,169.39 vrore in the union budget 2019-20 from Rs 39,201 crore of 2018-19.

While Rs 4105 Crore is allocated to Oil India Limited for exploration and production, Rs 755 Crore is allocated for MSME sector. The allocation of road development project is pegged at Rs 6210 Crore.

Assam Chief Minister Sarbananda Sonowal termed the Union budget 2019-20 as pro-people, pro-poor which will galvanise rural empowerment and women empowerment. He also hailed the budget as a concrete step for overall development and bridging the urban and rural divide.

Sonowal said that the budget 2019-20 with its exclusive ‘Gaon-Garib’ focus will be a great fillip to expedite the progress of the poor and middle class of the country.

Terming it a green budget, Sonowal said that under the budget electric vehicles will be cheaper to protect the environment. Provisions have been made to make raw materials for artificial kidney, wool fiber and defence equipment cheaper in this budget.

He added Assam and other North eastern states will also be benefitted from the programme.Under this budget railways will receive major facelift and railways to be encouraged to invest more in suburban railways which will help the railway projects in Assam to take off.

Managing Director of Numaligarh Refinery Limited, S K Barua said, “In the budget strong push is being given towards infrastructure development. Listing of social enterprises will help raising funds for social development. These attractive measures being taken to bring more FDI will help India to reach the 5 Trillion dollar economy in next 5 years.”

He added, “Positive for North East companies as all private entity in North East will be within 25% tax rates. Increase in allocation for refund of central and integrated GST to North Eastern Region (NER) the Himalayan states will ensure timely refund of GST under industrial policy.”

Tripura chief minister Biplab Kumar Deb stated Budget 2019 - 20 will boost rural economy and will be helpful for farmers to increase their income. Housing for all by 2022 and pure water supply to every household in India by 2024 shows Government's commitment for making a New India.

He added that PAN and Aadhar interchange ability & 2% tax on cash withdrawals above Rs one crore annually is a great step towards less cash transaction.

4th Regional Quality Conclave heldiIn Guwahati city

The 4th Regional Quality Conclave (RQC) by Quality Council of India & FICCI was held at the NEDFi Convention Centre, Guwahati on Wednesday. The theme of the Conclave was “Quality for Manufacturing Competitiveness”.

Ravi Capoor, Additional Chief Secretary, Industries & Commerce, Government of Assam inaugurated the one-day Conclave. In his speech, Capoor said, “No country has progressed in the last decade as much as India. To maintain the economic growth, we have to focus on quality in the process of manufacturing. We should not only check the quality after the product is manufactured, but we should ensure quality while the process is going on.

Sonowal said that the Budget will act as a catalyst for equal development and equal dignity of all sections of the people belonging to Barak, Brahmaputra, hills and plains.

He said that the provisions in the Budget, which will give rice to 54 lakh family for just Re 1 a kg and free rice and sugar to four lakh tea workers, will provide social security to the people of the state.

Interim Budget 2019-20 is a progressive budget, says FICCI Northeast

Reacting to the interim budget 2019 -2020 presented in the Parliament on February 1, FICCI North East Advisory Council said that the focus on rural empowerment is a welcome step.

Chairman, FICCI North East Advisory Council, Ranjit Barthakur, said, “The focus on rural empowerment is a very welcome step and will go a long way in leveraging the strengths of Rural India, be it the support to farmers, the focus on rural industries.”

Direct Income Support scheme under which an amount of Rs 6000 per annum will be provided to farmers having cultivable land of up to 2 hectares will help in addressing a critical gap by benefiting farmers who are not covered under MSP, this will be particularly beneficial for farmers in the Northeast where land holdings are small compared to other parts, Barthakur added.

He also welcomed the focus on infrastructure and said “the increase in allocation for the Northeast by 21 per cent is particularly welcome”.

While welcoming the decision to rename DIPP as the Department for Promotion of Industry and Internal Trade, Barthakur hoped that the department will take necessary steps to issue the detailed guidelines for the North East Industrial Development Scheme which was announced last year.

Chairman of FICCI Assam State Council, Ashish Phookan, said, “The clear focus on the agriculture sector, particularly the small and marginal farmers, the middle class, senior citizens, small-savers and workers in the unorganized sector will go a long way in furthering the vision of inclusive growth in the country.”

He further added, “The announcement of a mega pension program to provide social security to workers engaged in the unorganised sector. Assam has a large un-organized sector and this will be very beneficial for large number of workers across the state and compliment the health care and other social security schemes of the state and central government already in place.”

He also welcomed the decision make income tax assessment more friendly, physical interface free and jurisdiction free. He said this will not only improve the ease of doing business it will also help in creating a more transparent system.

The budgetary support of Rs 480 crore to the regional connectivity scheme, UDAN, during the interim budget of 2019-20 is will also help in improving connectivity and the Northeast stands to gain substantially as a number of airports in the region are going to be connected under the UDAN scheme.

The focus on Sagar mala project and development of Inland water transport will have a very positive impact on the economy by reducing transportation cost, we are happy to note that after Ganga now the focus will be on the Brahmaputra to develop facilities for containerized transportation of goods by the river route, he added.

Union Budget: Business bodies welcome budget allocation hike

Welcoming the Interim Budget 2019-2020, Numaligarh Refinery Limited (NRL) director S K Barua said the increase of 21% in the allocation to the tune of Rs 58166 crores would help in ensuring speedy development of infrastructure in the northeast, including Sikkim.

“There is also an allocation of Rs 19,000 crore for construction of rural roads. Our industries in NE require substantial infrastructure support and this will help. Besides, a number of initiatives for growth in the farm sector have been taken. The Budget will increase the purchasing power of the middle class and will help boost consumption,” added Barua.

Budget analyst and former chairman of Federation of Industry and Commerce of North Eastern Region (FINER), RS Joshi, said the Budget is a well thought out exercise to assuage the distress in varied degrees of all sections of society. “A very smart move on the eve of general elections. Direct bank transfer (DBT) to farmers and direct tax benefits(DTB) to the middle class are going to have an impact on the upcoming Lok Sabha election. Except the corporate sector, there is some direct bonanza for every class of voters — farmers, workers and the middle class,” he added.

Assam Real Estate and Infrastructure Developer’s Association (AREIDA) president PK Sharma said there are numerous provisions in the Budget which directly and indirectly support the real estate industry. “Formal recognition in the Budget to reduce GST burden on homebuyers is a matter of satisfaction for real estate industry. Increasing the TDS on rental income threshold to Rs 2.4 lakh would make real estate an attractive investment option,” added Sharma.

Reacting to the Interim Budget, FICCI’s North East Advisory Council chairman Ranjit Barthakur said: “The focus on rural empowerment is a very welcome step and will go a long way in leveraging the strengths of rural India, be it support to farmers or focus on rural industries.” Indian Chamber of Commerce (ICC) said the Interim Budget was pro-growth and inclusive, with strong focus on social and physical infrastructure creation.

“The Pradhan Mantri Kisan Samman Nidhi, effective from December 1, 2018, will assist small and marginal farmers of the northeast. It has also promised INR 6000 per year for farmers owning upto 2 hectares of land. This will help in providing structured income support to poor landholders to procure seeds, machineries and other input requirements,” the ICC said.

The CII said the Interim Budget has done a fine balancing act between the economic compulsions of fiscal consolidation and catering to the imperatives of inclusive growth in an election year.

Tourism has immense potential in Arunachal: CM

Arunachal Pradesh Chief Minister Pema Khandu has invited investors to explore opportunities in the state that has, of late, got a boost in transport infrastructure.

Power intensive industries and tourism are the major sectors that state has immense potential, he said. The road connectivity has improved a lot during the last four years and the railway has also found a footprint in the state, Khandu said.

He was addressing the delegates after inaugurating the fifth North East Connectivity Summit organised by the Federation of Indian Chambers of Commerce and Industry (FICCI), at Tawang, an official release said here.

Besides the help it is getting from the Centre, the state government has prepared a roadmap for connectivity strategy by 2022 which would ensure reliable connectivity to all administrative and commercial centres, Khandu said.

Besides roads and railway, he said, Pasighat is now on the Indian aviation map under the UDAN scheme, he said adding that helicopter services were also there at Aalo, Itanagar, Tuting, Walong, Yingkiong, and Ziro.

Advanced Landing Ground (ALG) at Tezu and Ziro shall also become operational soon, he said.

“We are exploring possibility of developing floating terminals on major rivers like Dibang, Lohit and Siang in collaboration with Inland Waterways Authority of India,” the chief minister said.

Drawing the attention of the delegates to the tourism potential the state offers, Khandu said Arunachal has created a niche in eco-tourism and it can also offer cultural tourism, adventure tourism and pilgrimage tourism.

The two-day summit is being attended by representatives and delegations from neighboring Countries such as Bhutan and Bangladesh, from Government of India and representatives from the corporate and industry. The theme for this year is ‘Tourism Connectivity’, stated an official release.

Citing connectivity as the biggest challenge for the state, CM said the state has suffered historically primarily in absence of robust road connectivity with road density of 25 km per 100 square km area as against an all India average of 142 km per 100 sq km area.

Cherry Blossom Festival Kicks Off Today

Starting on Wednesday, the India International Cherry Blossom Festival will celebrate the unique autumn flowering of the Himalayan coloured corolla with several cultural events in the city.

The organisers have put together a collection of fixtures for the visitors such as fashion shows, rock concerts, beauty pageant and even compete in an amateur golf tournament alongside stalls showcasing indigenous food, wines and crafts besides Japanese cultural events, Japanese Food Pavilion and a Higher Education Stall in partnership with the Embassy of Japan in India.

The festival will be inaugurated by Chief Minister Conrad K Sangma at Polo 5th Ground (Dalang Open Stage) which will be the main venue of the festival.

This year, the opening ceremony will also be attended by the Japanese Ambassador to India, Kenji Hiramatsu.

The ambassador will be leading a Japanese delegation that will engage in a dialogue, on the same day at State Convention Centre that is entitled celebrating the Shillong-Sakura Connect- Idea Exchange on Socio Economic Partnerships.

This is a signature event of the India International Cherry Blossom Festival, which is being organised by the Forest and Environment Department, Institute of Bioresources and Sustainable Development (IBSD) in collaboration with the Indian Council for Cultural Relations (ICCR).

Other signature events of the four-day festival are the bioresources fashion show, the cherry blossom run, the Japanese Cosplay competition, a Japanese Judokan display, screening of Japanese films and a cultural mosaic featuring the fusion of Indian and Japanese drummers.

Further, during the festival dates (14-17 November 2018) , visitors can also enjoy illuminated cherry blossoms and fine dining at Ward’s Lake, which will have extended opening hours and closes only at 8 pm.

This is a signature event of the India International Cherry Blossom Festival 2018, which is being organized by the Forest and Environment Department, Govt of Meghalaya, Institute of Bioresources and Sustainable Development (IBSD) in collaboration with the Indian Council for Cultural Relations (ICCR).

Other signature events of the 4 days festival are the bioresources fashion show, the cherry blossom run, the Japanese cosplay competition, a Japanese Judokan display, screening of Japanese films and a cultural mosaic featuring the fusion of Indian and Japanese drummers.

Further, during the festival dates (14-17 November 2018), visitors can also enjoy illuminated cherry blossoms and fine dining at Ward’s Lake, which will have extended opening hours and close only at 8:00 PM. The festival celebrates the unique autumn flowering of Himalayan Cherry Blossoms with several cultural events at Shillong, the capital of Meghalaya.

The celebration continues to promote the socio-economic flourishing of Northeastern India — a largely successful move considering both in 2016 and 2017 – tourists from all walks of life were drawn in by the cherry blossom trees’ mystical fascination.

Meghalaya’s location at 5,000 feet above sea level also provides a wonderful thriving ground for this species of cherry blossom. Visitors can enjoy fashion shows, rock concerts, a beauty pageant and even tee off in an amateur golf tournament. Alongside, there will be stalls showcasing the region’s food, wine and crafts and several Japanese cultural events are lined up, a Japanese Food Pavilion and a Higher Education Stall will be set up in partnership with the Embassy of Japan in India. A whole lot of events like dog show, unplugged Western music, etc., are on the offering.

This year, the opening ceremony was also graced by the Japanese Ambassador to India, Kenji Hiramatsu. Stress on growth of region at seminar

Several important recommendations for the development of the Northeast were made on the second and final day of the seminar on physical and social infrastructure for regional development, organised by the ministry of finance in Guwahati.

The two-day seminar was organised in collaboration with the Asian Infrastructure Investment Bank, Research and Information System for Developing Countries and the Federation of Indian Chamber of Commerce and Industry.

"Instead of connecting different cities and urban centres in the remote and less-developed areas, the ideal approach should be to develop it in the framework of corridors for regional development. The time has come that there should be a dedicated think tank for the northeastern region at the central government level," RIS director general Sachin Chaturvedi said.

He said, "There were several important recommendations discussed in the seminar which are essential for physical and social infrastructure in the Northeast. The first point was low integration because of the land-locked nature of the region. Historically, the Northeast had strong trade links with the countries in Southeast Asia and was a prosperous region. Post-Independence, the links were broken because of the creation of independent nations in the South Asian region. As a result, the NER became land-locked which stalled the pace of development. However, with fresh initiatives there is a greater recognition of opening of the arteries of connectivity both within the Northeast and with countries like Bangladesh, Nepal and Myanmar."

Emphasis was placed on education, health and skill development. Horticulture, tourism, food processing, use of bamboo and Made in Northeast scheme are to be developed through five mission mode projects in a time-bound manner. Other important takeaways included water and waterways strength in the region, improving economic corridors, digital technology as the future of connectivity, addressing infrastructure deficit according to local demand and needs, encouraging grassroots research and development facilities, strengthening regional value chains and focus on clean and green energy.

Apart from the valedictory session on the concluding day, a session on creating social infrastructure was also held.

'Assam at heart of Centre's Act East Policy'

Assam Governor Jagdish Mukhi today said the northeastern state is at the heart of the Centre's Act East Policy and the government is focusing on infrastructure development to ensure all-round development of the region.

"Assam is at the heart of the Centre's Act East Policy and the North East also has the best reputation of being the hub for industrial communication for its proximity to the South Asian countries," Mukhi said while inaugurating a two-day seminar on "Physical and Social Infrastructure for Regional Development".

Mukhi called for initiatives to utilize these means for the maximum development of the region.

Governor advocates social and physical infrastructure for regional development

Assam Governor Prof Jagdish Mukhi on Monday observed that the success of regional development hinges primarily on connecting remote areas through physical infrastructure and making greater investment in social infrastructure like health, education etc. Without creation of infrastructure socio-economic growth of the society is unthinkable.

Inaugurating a two-day programme on Physical and Social Infrastructure for Regional Development organised jointly by the Ministry of Finance Government of India, Research and Information System for Developing Countries (RIS) and FICCI at Hotel Taj Vivanta on Monday, Prof. Mukhi said that the development deficit of the North East can be addressed with creating infrastructure encouraging massive investments.

“As a core component of our cooperative federalism, the Government, at the Centre as well as in most of the states, are now putting a lot of emphasis on infrastructure development in order to boost economic growth and generate gainful employment. A wide range of business opportunities are being created as part of an inclusive development strategy in Assam and other North Eastern States,” he said.

Prof. Mukhi also informed that Prime Minister Narendra Modi has put Assam and other North Eastern states on resurgent growth track. In concurrence of Assam’s potential of being the gateway to South East Asia, the Ministry of Road Transport and Highways has sanctioned massive investments for the development of roads and infrastructure in Assam. The Ministry has also taken ambitious project to make the National Waterways 2 and 16 in Assam more navigable to allow big ships to navigate and help Assam’s access to the sea route.

Moreover, the State government in Assam has also announced Axom Mala Programme for State Highway and Major District Road Improvement and Reconstruction. The budget for 2018-19 has earmarked an initial amount of Rs. 200 crore for the project. Moreover, the Centre’s budgetary allocation on infrastructure for 2018-19 was hiked to nearly Rupees six lakh crore against estimated expenditure of around Rupees five lakh crore in 2017-18.

The Governor said that considering the strategic location of Assam and other North Eastern states, the region is put at the heart of Centre’s Act East Policy and a lot of government intervention is expected in the next couple of months to script a new paradigm of infrastructural development and make the region a centre of the South East Asian markets, the Governor exhorted.

Prof. Mukhi further said that in the context of regional development, the development of North East requires special focus considering the region’s aspiration to be in the mainstream of the country. The region is a land bridge between South Asia and South East Asia, and shares borders with countries including Bangladesh, Bhutan, Myanmar, Nepal and China. In line with the regions strategic location, the Centre along with the State governments’ are implementing projects which include Kaladan Multi-modal Transit Transport Project, Bangladesh-China-India-Myanmar Economic Corridor, East West Corridor that is part of the Golden Quadrilateral, Border Haats and Rhi-Tiddim Road Project.

Prof. Mukhi thanked the organiser for selecting Guwahati as the venue for holding the programme and he hoped that in-depth discussions on regional disparities, and identifying the nature of investments can help to strongly link the geographically strategic states of the North East to the development discourse of mainland of India. He also said that Government of India’s Ude Desh Ka Aam Nagarik (UDAN) would boost the air connectivity between North East not only with the rest of the country but also with Southeast Asian Nations.

In his address, Assam additional chief secretary (industries and commerce) Ravi Capoor stressed on improvement of “outward connectivity of Northeast” with ASEAN countries other than ‘inward connectivity” within the country.

Capoor said from a historical perspective Northeast was a very prosperous area during the pre-independence. “It was possible due to the fact that excellent trade routes were there during that time. Assam exported tea, oil, timber and coal to the rest of the world by various rail and water routes like the Brahmaputra,” he said.

“But over 50 years during post-independence, river routes were completely stopped. However, efforts have been made to make it operational again. It is high time for us to look for better projects for connectivity so that development can take place. It’s also time to rejuvenate rail lines to different neighbourhood Asian countries. Only then, we can boost our connectivity and link it to development,” he added.

Arunachal Pradesh parliamentary secretary for tourism PD Sona said that the biggest concern of Northeast is lack of digital connectivity along with other issues. He urged the Asian Infrastructure Investment Bank (AIIB) to have a clear agenda regarding the development of the region.

A detailed presentation on the AIIB was given by head of communications, Laurel Ostfield. She talked about the importance of what we do now that will determine the future world we and our children will live in. Talking about AIIB’s core values, “Lean clean and green”, she said that the goals for a greener and cleaner tomorrow have been set. She also talked about the shareholding structure of AII. India is the founding member and the second largest shareholder as well as a big beneficiary of AIIB.

FICCI deputy secretary general Manab Majumdar, distinguished fellow, RIS, Amitabh Kundu, member of governing council of RIS, Seshadri Chari and many other dignitaries were present in the function.

After the inaugural ceremony, a session on the topic of “Infrastructure needs in aspirational areas” was organized in which various panelists discussed on myriad issues pertaining to the topic. Prof. Sebastian Morris from Indian Institute of Management – Ahmedabad gave the lead presentation.

He discussed about the agriculture and its link to regional development as well as about human development and social movements. Dr. Kavita Iyengar, economist, Asian Development Bank (ADB), Usha Padhe, joint secretary, ministry of civil aviation, Alok Ranjan, member finance, Inland Waterways Authority of India (IWAI), Prof. Chandan Mahanta, head of civil engineering department, IIT, Guwahati and Abhishek Chaudhary, vice president, corporate affairs and company secretary, Delhi Mumbai Industrial Corridor Development Corporation and many other noted persons were present as panelists in the session.

Use schemes, says Mukhi

Assam governor Jagdish Mukhi has stressed the Centre's development agenda for the state which is the "hub" of Act East policy and urged utilisation of various central government schemes.

The governor said this while inaugurating a two-day conference on Physical and Social Infrastructure for Regional Development here on Monday.

The conference is being organised by the Union finance ministry in collaboration with the Asian Infrastructure Investment Bank (AIIB) along with Research and Information System for Developing Countries, an autonomous research organisation under the ministry of external affairs besides the Federation of Indian Chambers of Commerce and Industry (FICCI).

The inaugural session was addressed by FICCI's deputy secretary-general Manab Mazumdar, RIS fellow Amitabh Kundu, AIIB head of communications Laurel Ostfield, additional chief secretary of industries and commerce Ravi Capoor, RIS governing council member Seshadri Chari and parliamentary secretary of Arunachal Pradesh Tourism P.D. Sona.

Mukhi said: "The government is laying lot of emphasis on infrastructure development for all-round development of the region. The theme of the seminar provides an in-depth analysis of the core issues of the northeastern states."

He added that Assam is at the "heart of the Centre's Act East policy" and Prime Minister Narendra Modi has put Assam on the development track.

"The Northeast also has the best reputation for being the hub of communication because of its proximity to South Asian countries. Various initiatives such as UDAN, single-window clearance for trade besides inland waterways must be utilised for maximum development of the region," Mukhi said.

The third three-day Northeast Connectivity Summit started yesterday at the Pragya Bhavan to discuss connectivity of the landlocked Northeast region that is surrounded by several foreign nations.

Organised by Federation of Indian Chamber of Commerce and Industries (FICCI) with support of government of Tripura, Ministry of DoNER and the Northeast Council, the summit is focused on reviving the pre-partition connectivity in the region.

Apart from focusing on improving connectivity in the region, the three-day summit will also highlight the opportunities in international trade and commerce that improved connectivity will bring about especially with countries like Bangladesh which is a strategic partner for not only the North East but the whole of India and it scope in international trade.

Tripura Chief Minister Manik Sarkar said, "Our next door is Bangladesh and our relation with Bangladesh is very good. They treat us as relatives, they are helping us like anything and I think that his opportunity should be properly utilized by the government of India. It does not depend on the attitude of state government like Tripura to utilize this opportunity government of India has to come forward with positive outlook. Of course here I must say that the present government they have been trying to take positive attitude. It is a good thing and it has to be maintained and further strengthened."

NITI Aayog member Bibek Debroy said that development of physical infrastructure is necessary in the region but in small states like the scope for investment in the industry and manufacturing sector is very limited and he suggested that the state should project for investment in the service sector.

"Industry in Tripura is largely assailable, plantation and prospect of food processing, horticulture; floriculture in the present volumes does not justify substantial investment...So I think the four sectors where investment perhaps can happen, and they are not manufacturing, they are all services - higher education, health or medical and higher end of that, bio-technology and IT and tourism," said Debroy.

Meantime, FICCI's North East Advisory Council Chairman Ranjit Barthakur stressed on reviving preparation trade and multi-modal connectivity including surface, air, rail and most important river in the region that includes not only Northeast India rather erstwhile East Pakistan and present Bangladesh and also Myanmar.

He also viewed that it is high time that India should change its policy with the eastern neighbours and emphasis on expansion of business relation with its eastern neighbours as there is no much scope with its western neighbour.

Adding to Barthakur, Subir Bhaumik, eminent journalist and expert of the north-eastern region, who is also an invited speaker at the summit said, "India's foreign policy option in the west is very limited because of Pakistan and all the other factors. Therefore, India's foreign policy compulsion makes it important that 'Look East' is not a luxury but an absolute necessity. And how you look east from mainland India you have to deal with Bangladesh. Bangladesh is not only your gateway to northeast, makes it easy for mainland to connect with Northeast but also for the further progress of the Look East Policy."

Among other issues, the summit will have a major focus on development of international trade and commerce of North Eastern states including Assam, Improving connectivity with Bangladesh and other neighbouring countries with a special emphasis on developing connectivity in border areas.

When the north-eastern region has huge resources and potentiality, it has borders with five nations whose total population is over 3.2 billion and has a vast market.

Besides China, the north-eastern region shares borders with Bangladesh, Myanmar, Nepal and Bhutan. India's north-eastern region can flourish its economy by taping its resources and using the market of these countries.
