Jharkhand govt signs MoUs with FICCI, Flipkart Internet

The Jharkhand government on Saturday signed memorandums of understanding (MoUs) with the Federation of Indian Chambers of Commerce and Industry (FICCI) and Flipkart Internet Pvt Ltd at the stakeholders' meet on the draft Jharkhand Industrial and Investment Promotion Policy 2021 in New Delhi.
In coordination with the Department of Industries, Flipkart and its group companies will work towards infrastructure and industrial development, including social development. The MoU will help create a conducive environment for cooperation and investment for the unit.

FICCI will review its regional expertise, industry liaison, global networking, and industrial and various regional policies to help the state government work towards promoting cooperation, ease of doing business and increasing private sector participation.

It will also help the state government in necessary technical advice and investment related to key priority areas such as textiles, food processing, pharmaceuticals, healthcare, micro, medium and small scale industries, and tourism.

In his keynote address, Jharkhand Chief Minister Hemant Soren highlighted the importance of such events in providing valuable opportunities for interaction with businesses and for the exchange of perspectives between the government and the industry.

Explaining the urgency for a new policy, Soren said, "Covid-19 has created a crisis in industrial output and has adversely affected the value chains. The more I travel to the interior areas and the more I interact with the people there, I get the feeling that the industrial sector needs some help to overcome the strain caused by an extended and unplanned lockdown."

Soren also noted that a sustained effort spread over a few years is required so that micro and small units can be pulled out of their marginal existence, while mega and large units are propelled onto the global platform.

The government of Jharkhand also signed an MoU with FICCI on the sidelines of the event.

Textile being a high priority sector for the government, a roundtable was also organised with the Apparel Export Promotion Council and the Garment Exporters and Manufacturers Association.

Govt steps up to bring investment in Jharkhand

In the leadership of Chief Minister Hemant Soren, the State Government has started the initiatives to increase the economic activities of the State after the corona pandemic. In its initial phase, an MoU with the Federation of Indian Chambers of Commerce and Industries and Flipkart Internet Pvt has been signed by the State Government in Delhi on Saturday.

The MoU was signed in the presence of the CM Hemant Soren, by Industry Secretary Pooja Singhal on behalf of the Department of Industries and Rajnish Kumar, Chief Corporate Affairs Officer on behalf of Flipkart and Arun Chawla, Deputy Secretary-General, FICCI in New Delhi at the Stakeholder's meet organized by the Department of Industries at the Taj Palace in New Delhi on Saturday.

In coordination with the Department of Industries, Flipkart and its group companies will work towards infrastructure and industrial development, including social development. The MoU will help in creating a conducive environment for cooperation and investment for the unit. As per the MoU, Flipkart will operate Flipkart fulfilment centre and facility hubs across the State, creating about 3,000 direct and indirect jobs. The Jharkhand government will facilitate the new investment and ongoing investment operations of the Flipkart Group within the State, which will strengthen the Ease of Doing Business. The department and Flipkart will work together towards the construction of a warehouse and logistic structure within the state.

The government of Jharkhand will help Flipkart to invest with various departments through a single-window system. Flipkart will partner with the government and empower all the logistics and warehousing policies related to e-commerce to provide a favourable business environment to the sector to encourage startups and small to medium enterprises.

After the signing of this agreement, working by the needs of the State and the present market, Flipkart will work towards the orientation and creation of the micro, small and medium scale industries. It will also help in other employment-oriented schemes. Flipkart will contribute to the betterment of livelihoods, skill development, CSR, farmers, artists, weavers, handlooms and other sectors that serve the interests of the people.

Chief Minister Hemant Soren is working on a plan to prepare a roadmap for improving the economic activities in the state after the COVID-19 transition. Given this, another MoU has been signed between the Department of Industries and the Federation of Indian Chamber of Commerce and Industries. The sole purpose of the MoU is to develop a roadmap for sustainable economic progress by promoting investment and trade in priority areas in line with the state's abundant natural resources and efficient and semi-skilled human resources.

State Chief Secretary, Sukhdeo Singh, present on the occasion said that today there is a very strong government in Jharkhand headed by a very young, dynamic and sensitive Chief Minister. “On the basis of his dynamic leadership ability, during the Covid-19 era, people of the State served during this epidemic in the best way across the country. Concerning his people in a very sensitive way, the CM brought back the people trapped in remote areas by aeroplanes and trains during the epidemic. Today the same Chief Minister is sitting in front of you to listen to your views, expecting your cooperation. What kind of policies should be made in future, what kind of industry policies should be formulated so that investment can be promoted,” he said.

The CS said, “Our state is a mineral rich State. Coal, iron, uranium, gold are all our State's assets. Stones such as Kimberlite that are likely to contain diamonds have been found in Gumla and Lohardaga. This is our strength. You will not believe that 36 per cent of the country's coal wealth is in Jharkhand, 90 per cent of coking coal is found in Jharkhand. If you talk about iron ore, I think we are the leading State of the country in this area. Today, industries like Tata, Bokaro Steel, Heavy Engineering Corporation are running in Jharkhand. If any investor wants to set up a mineral based industry, we wholeheartedly welcome them,” he said.

The Chief Secretary said that in the matter of connectivity, 22 out of 24 districts of our State are surrounded by the borders of other states. “We have rail, road and air connectivity facilities. 22,000 km of road network, 23 national highways are spread in different parts of our state, GT road passes through our State. Dedicated Freight Corridor is also going to pass through Jharkhand. Even the resource of transportation through waterways is available in our State,” he said.

Singh informed that abundant amounts of energy resources are available in Jharkhand. Being the leading State in the field of coal production, power generation in the state is happening in abundance. Many power generation plants are functioning in the State. Very soon 1000 MW power generation plant will be started in Tandwa, Chatra, in addition to 4000 MW power plant is also going to be started in Patratu. Jharkhand is also the leader in terms of water resources. Many tributaries, including the major rivers like Ganga, Damodar and Mahanadi flow in the State. So, water resources will not be a problem for the industrial unit in any way.

The Chief Secretary said that if one talks about Ease of Doing Business, Jharkhand has been number 5 or 6 nationwide for consecutive years. “All types of clearance are provided online. We are working on making it even better. It is being transformed into a single window system. In our State, more than 33 per cent of the land is covered by forests. We produce the largest amount of lac nationwide but there is no facility for processing lac in our State. There is also a possibility in Jharkhand for a food processing unit,” he said.

“I assure you that Jharkhand is a very safe State for investors as opposed to general public sentiment. Naxalism is in the remote areas of some districts which are in its last phase. But, the State government is ready to solve this problem completely. Finally let me remind you, we have not come here to sell you diamonds by showing glass, silver by showing gold or silver by showing iron. We want to show you a cleaned diamond and ask if it can be further brightened,” said the CS.

Soren pins hope on 'Emerging Jharkhand' to bring investment

Taking a cue from his predecessor Raghubar Das, the incumbent Chief Minister of Jharkhand Hemant Soren has pulled its socks to give impetus to the economy, which is in crisis due to Coronavirus pandemic.

Stressing on the potential in investment in sports, the CM said, "There are over 60 hockey players who have represented our country and still there are many players from the state in the present national hockey team. The state government would like to invite positive investors to focus on sports promotion. The government would provide all possible assistance."

The CM also assured the investors providing a robust law and order condition in the state so that they can operate their business activities seamlessly.

J'khand CM to meet experts for inputs on new industrial policy

In a move aimed at establishing the state-of-the-art infrastructure to promote manufacturing, foster innovation and create employment opportunities across sectors, the Jharkhand government has planned to organise stakeholders' meet to seek inputs on draft Jharkhand Industrial and Investment Promotion Policy 2021 from key stakeholders comprising of experts, industry associations, industry leaders, entrepreneurs and others.

The stakeholders meeting is scheduled to be organised in the national capital on Saturday in the presence of Jharkhand Chief Minister Hemant Soren. Apart from Soren, who is also state's Industry Minister, the state's Chief Secretary Sukhdeo Singh, Industry Secretary Puja Singhal, Industry Director Jitendra Kumar Singh and others would also be present at the stakeholders meet.

According the state government officials, stakeholders from all the key industries such as food processing, textiles, healthcare, pharmaceutics, electronic manufacturing, electric vehicles, lighting engineering, etc would participate in the meeting and discuss different aspects related to the formulation of the policy to promote industry and investments in the state.

The Jharkhand government would also ink an agreement with the FICCI – a body of industrialists, the state officials said, adding that about 40 key industry leaders, experts, etc would participate in the meeting and share their suggestions for the proposed new industrial policy of the state.

The Jharkhand government has also proposed a 30 per cent subsidy on total capital investment for developing any tourism facilities in its new tourism policy.

J'khand to rope-in FICCI as industry partner

Jharkhand Government is set to rope-in Federation of Indian Chambers of Commerce & Industries (FICCI) as industry partner to accelerate industrial activities in Jharkhand in order to revive economy of the state in post Covid-19 situation.

Chief Minister Hemant Soren on Sunday gave his sanction to the proposal prepared by the state industry department for the same.

The department will sign a memorandum of understanding with FICCI under which FICCI will remain industry partner of Jharkhand government for the next two years.

The state government from the past few months was contemplating to rope-in FICCI to accelerate trade commerce and industry in Jharkhand to stop the economic slowdown caused due to Covid-19 lockdown.

During the lockdown over five lakh skilled and semi-skilled workers returned to Jharkhand from different states due to job loss and other factors. The government has planned to use this huge pool of manpower besides natural resources of Jharkhand.

Jharkhand Government to make FICCI 'national industry partner'

The state government will make the Federation of Indian Chamber of Commerce and Industry 'national industry partner' for which an MoU will be soon inked between the Industries Department and the industry body.

An official release issued here said that Chief Minister Hemant Soren has given his consent on the performa of the MoU after which for two years FICCI will work as national industry partner.

The purpose of the MoU is to push up growth and make the economy strong in the post Covid period. Under the MoU steps would be taken to ensure that natural resources of the state can be properly used, the skilled and semi skilled workers are provided jobs as per their skill and capacity, increasing investment and business and promoting ease of doing business so that rules related to the business can be further simplified so that traders get a better environment for doing their business.

The Jharkhand government will tie up with the Federation of Indian Chambers of Commerce and Industry (FICCI) as a national industry partner. A Memorandum of Understanding (MoU) between Jharkhand Department of Industries and FICCI will be signed soon. The MoU format has been approved by Chief Minister Hemant Soren. After the MoU, FICCI will act as the National Industry Partner of the Government of Jharkhand for a period of two years.

While explaining the need to increase labour productivity for the development of the Industrial sector, Rajesh Aggarwal, Joint Secretary of Ministry of Skill development, said, "If any industry, any economy has to grow, it has to be on the shoulders of well-skilled manpower which has a higher labour productivity. Industry in India needs to transit from the thought of a low labour cost based economy to the high labour productivity based economy."

"Even China, who has done a lot over the last 3 decades, one of the key features of their growth process also has been the kind of growth in the labour productivity due to very significant efforts both by the industries and the government."

Jharkhand has 70% of the population under 35 years with the average age being 27 years, Agrawal said.

He said that investors need to view skill development from the standpoint of productivity gains from skilling instead of focusing on the perceived benefits of employing low-cost labour.

There was a need to evangelize apprenticeships of six months to a year for building a short-term skilling ecosystem, he added.

Plans afoot in Jharkhand to establish organic cluster in each district

Jharkhand is set to become the organic hub of India, with the government of the eastern state establishing an organic cluster in each of its 24 districts. This was stated by state chief minister Raghubar Das during the valedictory session of the 2018 essay of the Global Agriculture and Food Summit, which took place in Khelgaon, Ranchi. The two-day event was organised by the Government of Jharkhand and had the Federation of Indian Chambers of Commerce and Industry of India (FICCI) as the event partner.

Das added that the state government will also clinch a deal and ink a Memorandum of Understanding (MoU) with Patanjali to sell organic products in the market and set up a honey processing plant with the help of the company, promoted by yoga guru Baba Ramdev. He stated that Patanjali will buy honey. The Government of Jharkhand launched Jaivik Jharkhand, its own brand for the packaging and sale of organic produce from the state.

Praised the efforts made by the state government, Ramdev stated that it had the capability to gaining the topmost slot in the field of agriculture in the country, and was, in fact, creating new records. He had assured that the organic products that will be produced in the state, including foodgrains, fruits and vegetables, would be purchased by them as well.

Benefits to farmers

To provide the latest techniques to the farmers of Jharkhand, Das also announced that the poor and marginal farmers in the state will now be able to get farm equipment at low prices for ploughing their land and harvesting.

Buoyed by response of the foreign delegates and the participating nations coupled with the enthusiasm shown by the 20,000-plus farmers who attended the two-day summit, he urged farmers in the state to quadruple their incomes till 2022, adding that Jharkhand will be first Indian state to achieve this goal.

Das also evoked the farmers to work on drip irrigation. On this occasion, he coined a new slogan, Prati Boond, Jyada Fasal. He said that by rainwater harvesting and drip irrigation, revolution could be brought in the field of cultivation in the state, adding that the state government has organised the summit to strengthen the rural economy.

The chief minister said that the agriculture growth rate of the agriculture sector, which was minus 4.5 per cent in the year 2013-14, has witnessed a jump of 19 per cent due to the hard work of the farmers of the state,adding that it presently stood at over 14 per cent.

He said that the results were an indication of the policies and the programmes which have been launched by the state government for the welfare of the farmers and improving their economic conditions.

Chinese official identifies agriculture among several common

A senior Chinese official on Thursday said that China and India have several common things like agriculture.

Deputy Director General, Ministry of Agriculture and Rural Affairs of China, Song Joguo was speaking at the two-day Global Agriculture & Food Summit (GAFS) which got off here.

He said the Mongolian government has done many works in the agriculture sector and that helped progress of the country.

He said there will be 6.2 per cent growth in agriculture in 2019 in Mongolia.

Ganbold said that clean vegetables are necessary, adding several investors are investing in agriculture in Jharkhand, which will increase the income of farmers.

PM sends good wishes to start of Global Agriculture & Food

Prime Minister Narendra Modi Thursday expressed his pleasure on organising the two-day Global Agriculture & Food Summit (GAFS) here and reiterated his government's resolve to double the income of the farmers by 2022.

Jharkhand Agriculture Minister Randhir Kumar Singh read out the message of the PM at the venue before Union Agriculture Minister Radha Mohan Singh, Chief Minister Raghubar Das, other union and state ministers, thousands of farmers, Indian and foreign delegates.

Jharkhand CM announces interest-free farm loan

Lakhs of farmers in Jharkhand can expect to have interest free farm loans from next year. Chief Minister Raghubar Das on Thursday announced it while at the inaugural ceremony in presence of chief guest Union agriculture minister Radha Mohan Singh at the maiden Global Agriculture & Food Summit’18 which kicked off at the mega sports complex in Hotwar.

Farmers rejoiced, on a day when lakhs of farmers their counterparts from other states took out a protest march in Delhi today to press for waivers on farm loans.

“You will get loan on zero percent. Government will take care of the interests accrued in the first year,” said he calling farmers as annadata.

Though, Das’s announcement will only benefit farmers who will take fresh loans but the BJP led ruling dispensation is sure to milk the announcements in poll year — 2019 to its advantage.

Das spoke of how his government intends to double farmers’ income by 2022, a target set pan-India by Prime Minister Narendra Modi.

“From 2019, we are going to start free distribution of mobile phones to 28 lakh farmers in Jharkhand till 2021, which will give them an edge to be in tune with technological advancements,” Das announced.

“Even next year, farmers don’t have to pay any premium on fasal bima (crop insurance) like 2018. Latest by May 2019, farmers will get six hour power through dedicated feeder while similar feeders for industry, public etc are also being set up on war footing. By August 2019, there will be 24x7 power in each village. These are some of the things planned by us to double farmers income, and many more are being thought of,” Das boasted, urging farmers to take up solar as well as organic farming assuring them that government will link them with appropriate markets.

This first ever two-day summit at Tana Bhagat indoor stadium is aimed at providing platform to farmers and investors to accelerate farm sector in Jharkhand. It saw presence of around 8,000 people, comprising over 5000 farmers, official representatives from partner countries namely Tunisia, China, Israel, Philippines and Mongolia and ‘focus country’ Morocco besides industry captains and senior bureaucrats.

Union agriculture minister Singh, speaking before Das, mostly focussed on criticising how past governments at Centre (read Congress) or state did nothing for farmers for decades, but under Modi’s rule, several path-breaking schemes and plans are putting agriculture sector on development map. Equally hailing Das, he said in last four years, Jharkhand’s agriculture growth rate, which was minus 4.5 percent in 2013-14 has today crossed over 14 percent.

“For example, revolution is happening in fisheries as compared to 1 lakh tonnes production of fishes in 2013-14, Jharkhand today has doubled in four years. Similarly, compared to production of 100 crore fish seeds four years back, today, the production is about 1060 crore,” he said, adding that Centre too is equally assisting Jharkhand by all means, citing how they allotted an Indian Institute of Agriculture Research Institute, Indian Institute of Agricultural Biotechnology etc.

Jharkhand woos investors from West Bengal in agro sector

The Jharkhand government is hoping to attract investments in agriculture and food processing sectors from companies based in West Bengal, officials said.

"We are confident in getting investment from this state (West Bengal). ITC already has atta making facility and wants to expand. Keventor Agro also expressed keenness to invest," Jharkhand department of industries secretary Vinay K Choubey said on the sidelines of a roadshow on Monday.

Jharkhand is organising a two-day Global Agriculture & Food Summit 2018 on November 29-30 in Ranchi.

"We are holding one-on-one meeting with 32 companies of this state," he said.

Jharkhand is aiming to become a major food processing hub in India and has opened doors to investors from West Bengal and other parts of the country, Jharkhand agriculture secretary Pooja Singhal said.

She said currently, agriculture contribute 12-13 per cent of state GDP and the government and is keen on increasing farmers' income.

Officials said the state has 212 food processing units and will be inaugurating 50 more next month.

Choubey said China will be the partner country for the summit and a delegation of 20 companies from Hunan province is slated to attend and evaluate opportunities in Jharkhand.

The Jharkhand government is hoping to attract investments in agriculture and food processing sectors from companies based in West Bengal, officials said.

"We are confident in getting investment from this state (West Bengal). ITC already has atta making facility and wants to expand. Keventor Agro also expressed keenness to invest," Jharkhand department of industries secretary Vinay K Choubey said on the sidelines of a roadshow on Monday.

Jharkhand is organising a two-day Global Agriculture & Food Summit 2018 on November 29-30 in Ranchi.

"We are holding one-on-one meeting with 32 companies of this state," he said.

Jharkhand is aiming to become a major food processing hub in India and has opened doors to investors from West Bengal and other parts of the country, Jharkhand agriculture secretary Pooja Singhal said.

She said currently, agriculture contribute 12-13 per cent of state GDP and the government and is keen on increasing farmers' income.

Officials said the state has 212 food processing units and will be inaugurating 50 more next month.

Choubey said China will be the partner country for the summit and a delegation of 20 companies from Hunan province is slated to attend and evaluate opportunities in Jharkhand.

Jharkhand to organise summit for making state food processing hub in Nov

With a view to make Jharkhand a food processing hub in eastern India, the Government of Jharkhand is set to organise Global Agriculture & Food Summit 2018 in association with FICCI at Ranchi on November 29 and 30, 2018.
While inaugurating the runup to the summit in Delhi recently, Raghubar Das, chief minister of Jharkhand, said that one of the objectives of the summit is to double the farmers’ income by 2022 and make Jharkhand, a food processing hub in eastern India through introduction of new technologies in agriculture and allied sectors.
Das highlighted the opportunities in horticulture, floriculture, milk processing, fisheries, meat & meat products in the state of Jharkhand and appealed to the industry to invest and reap the benefits.
Sudhir Tripathi, chief secretary, Government of Jharkhand, emphasised on the opportunities for the food processing industry in Jharkhand and various programmes, schemes, projects and policies that are being implemented successfully by the government to make the state an ideal destination for investments in agriculture and allied sectors.
Pooja Singhal, secretary, department of agriculture, animal husbandry & cooperative, Government of Jharkhand, in her presentation highlighted the conducive environment and presence of immense opportunities for agriculture and allied sectors in the state.
Vinay Kumar Choubey, secretary, industries, Government of Jharkhand, informed the investors about the investor-friendly food & feed processing policies of the Government of Jharkhand which offers attractive incentives to the investors in these industries.
Existing investors having their presence in the state of Jharkhand shared their experience along with sharing the possible investment opportunities in agriculture, food processing & allied sectors in the state.
The event concluded with an interactive session with investors where face to face B2G meetings were held with the investors interested to invest in Jharkhand.

Global Agriculture & Food Summit aims to make ‘Jharkhand’ a food processing hub

The Government of Jharkhand, as a part of its endeavor to develop agriculture sector in the state and with a view to provide a focused platform to the prospective investors in the Agriculture & Food Processing Sector is organizing “Global Agriculture & Food Summit 2018” in association with FICCI in Ranchi on 29th & 30th November 2018.
