FICCI M P State Council has been working actively with the State Govt. especially on Tourism, Skill Development, MSME etc. The State Council past organised events pertaining to Solar Energy, Smuggling & Counterfeit Goods, Workshops on topics pertaining to Finance, HR etc., Interactions with bureaucrats from Central & State Govt. M P State Council in FY 19-20 will be addressing MSMEs problem areas through policy level interventions as well as will be organising MICE activities for the benefit of Industry, Academia and Govt.

Madhya Pradesh, India's second largest state, which occupies 9.38% of the country's area, is also the second richest state in terms of its mineral resources. Primarily, it has an agricultural and pastoral economy. A large part of the mineral production of India is contributed by Madhya Pradesh. Madhya Pradesh boasts of big reserves of Manganese. The state also produces about 45% of Bauxite in India as well as Iron ore deposits are also found. The state also has rich reserves of coal. The state has the distinction of being the only diamonds producing state in India.

Over 30% of the State's total area is enveloped by the forest. The abundantly found trees include Teak, Sal, Bamboo and Tendu. Agriculture is the main occupation of villagers, Wheat, Soybean and Jowar (Sorghum) are the main Crops. Paddy and Coarse Millets are also sown in large parts. Pulses, Cereals and Groundnut are also grown. Important among the cash crops are Cotton, Sugarcane and Oil Seeds. Mandsaur is the largest opium producing district in the country.

The Chambal valley and the Narmada valley offer good potential for hydroelectric power generation. Besides Thermal and Hydro power generation, numerous other conventional and non-conventional power projects are in place or in the stages of progress. Road density is increasing continuously with present road length being over 80 thousand kms. Communications are well developed.

Rail route connecting different parts of India passes through Madhya Pradesh. Major airports link all major cities like Delhi, Mumbai, Varanasi, Nagpur, Bengaluru, Hyderabad, Chennai etc. Cement, sugar, paper, textile, steel, soya, vehicles and medicine are the major industries today. Mineral development, industries based on agricultural and forest produce continue to be the mainstay of industrial production in the state.

Madhya Pradesh has enormous potential and resources to become a major tourism destination. Numerous monuments of historical, archaeological, architectural and pilgrimage importance dot the state. The forests are teeming with all kinds of wildlife. Because of its central location and easy accessibility, tourism is becoming a major attraction.

Chief Minister Shivraj Singh Chouhan has said that Mukhyamantri Seekho-Kamao Yojana launched in the state will play an important role in speeding up India’s economy by bridging the gap between skill demand and skill supply. With this scheme, the youths will get an opportunity to learn work according to the requirements of industries, service sector and business establishments and ready workforce will be available for work to business institutions. This scheme is equally useful and beneficial for both youth and business institutions. Chief Minister Chouhan was virtually addressing the workshop of FICCI (Federation of Indian Chambers of Commerce and Industries) organised in New Delhi from Samatva Bhawan located at CM’s residence. We want to make the youth a partner in the development of the stateChief Minister Chouhan said that giving unemployment allowance to the youth is not justice to them. The youth of the state have talent and potential, we want to make them partners in the development of the state by upgrading their skills as per the requirement of the industries. A stipend has also been arranged for the youth to avoid financial hardship while learning skills. It is a scheme to give wings to the youth so that they become self-reliant and capable of flying high to fulfill their dreams. Business entrepreneurs forum FICCI launched

In the face of evolving business and community interface landscape and to strengthen growing opportunities in Madhya Pradesh, nearly 50 young business leaders and entrepreneurs came together today and launched FICCI Young Leaders Forum in Bhopal today.

The Forum was addressed by Sanjay Kumar Shukla, Principal Secretary, Industry Policy and Investment Promotions, Govt of Madhya Pradesh, Dilip Chenoy, Secretary General, FICCI, Shashwat Goenka - National Chairman, FICCI YLF and Abhishek Mohan Gupta, Chairman - FICCI YLF MP and Pro-Chancellor, Jagran Lakecity University.

Madhya Pradesh and Belarus look to further economic and trade ties

Mr Sanjay Kumar Shukla, Principal Secretary, Department of Industrial Policy and Investment Promotion, Govt of Madhya Pradesh today said that Madhya Pradesh has recorded a 10 per cent CAGR in agro growth over the last decade and has the presence of around 2800 generic drug manufacturing companies. This, he said, is likely to interest business houses of Belarus that has a lot of commonalities with the Indian state.

Speaking at the ‘Belarus – Madhya Pradesh (India) Virtual Meeting & Discussion’, facilitated by FICCI in order to develop economic ties and trade relations, Mr Shukla reiterated on the strategic location of Madhya Pradesh and also pointed out the various promotional assistance that the govt offers that will help Belarus businesses set up base in the state so that both the Mogilev Region (of Belarus) and Madhya Pradesh can grow in partnership.

“We would love to have Belarus companies set up their base here in Madhya Pradesh. The govt of Madhya Pradesh offers good promotional assistance. It is the only state in the country with tax delinked investment promotion policy. Madhya Pradesh also offers special financial assistance for large scale apparel units,” he said.

Mr Shukla further added that the Govt of Madhya Pradesh targets to provide required clearances in time bound manner to industries. The Madhya Pradesh Industrial Development Corporation (MPIDC), a single window secretariat of industry department acts as the nodal agency. In order to ensure real Ease of Doing Business for industries, 40 services have been identified to be offered in a time bound manner.

Ms Sangeeta Bahadur, Ambassador Extraordinary & Plenipotentiary of the Republic of India to the Republic of Belarus said that there is a huge business opportunity between Belarus and India. India is one of the strongest countries to come out of COVID successfully and Belarus will soon come out of the pandemic.

There is a potential, both in Belarus and Madhya Pradesh that can be further explored. Madhya Pradesh has much to offer in investment opportunities and trade is concerned, especially in agricultural products and food processing is concerned, she added.

“While Indian businessmen and industry might think of Belarus as a small country (with half the population of just Delhi), its geographical position makes it a link between the East and the West. Think of it as a central point from which you can further expand your business to other lands,” said Ms Bahadur.

Ms Bahadur also stressed on the need to enhance direct trade between both India and Belarus.

HE Mr Andrei I Rzheussky, Ambassador Extraordinary & Plenipotentiary of the Republic of Belarus to the Republic of India said that both the Indian and the Belarusian Embassies are greatly interested in developing business ties for both nations. The Embassy is a tool in the initial phase to bring businesses and two nations to a round table to discuss various growth opportunities.

Mr Ruslan Strahar, Deputy Chairman, Mogilev Regional Executive Committee, spoke on the need to increase regional cooperation. Elaborating on the Mogilev Region, he informed that it shares an open border with the Russian Federation and is called as the logistics hub of that region.

Mr Strahar said that Belarusian companies would be interested in setting up joint ventures. He also informed that the South-Eastern region of the nation has been set up as a special region that caters to business development.

Mr Sanjay Bhayani, Member, FICCI & Director India Operations, Avgol said that FICCI has signed MoUs with the Belarus Chamber of Commerce to further strengthen economic ties. Madhya Pradesh, he said, supports excellent infrastructure and has access to all trade corridors of the country. “Madhya Pradesh is an industry- friendly state with robust railway and road network and has a strong base of mineral resources. It is the leading producer of horticulture crop and is one of the leaders in food processing,” he said.

MP official calls for coordinated approach to curb counterfeiting

Principal Secretary for Industrial Policy and Investment Promotion of the Madhya Pradesh government, Sanjay Kumar Shukla has said that the government, law enforcement agencies, industry and consumers must work in tandem to avoid counterfeiting and smuggling.

Addressing a webinar on "Combating Counterfeiting and Smuggling during the COVID-19 pandemic and Beyond", organised by FICCI's Committee Against Smuggling and Counterfeiting Activities Destroying the Economy (CASCADE), Shukla said that in order to eliminate this problem in India, FICCI can share international best practices and actionable points with the government on how other countries have been able to tackle this problem successfully.

"The government, law enforcement agencies, industry and consumers must come together to identify the gaps and act in a coordinated way to address counterfeiting and smuggling," he said.

Vipin Maheshwari, Additional Director General, Special Task Force of the Madhya Pradesh Police, said that COVID-19 is a wakeup call and no product category has been spared, be it milk, cosmetics, clothes, footwear, seeds, fertilisers or pharma in terms of prohibition of counterfeiting.

Sustained awareness campaigns for people, necessary amendments in laws, increasing penalties and sentences, more product testing laboratories are some areas where the government, police and business community should work together, he added.

P.K. Malhotra, Former Union Law Secretary, and Think Tank Member, FICCI CASCADE said: "Smuggling and counterfeiting harms the economy in multidimensional ways and the problem has been aggravated by globalization and increased mobility." He emphasised that effective coordination between central and state agencies, strengthening domestic manufacturing, addressing the demand and supply gap and leveraging technology are needed for a conducive environment free from illegal products.

"I must compliment the Madhya Pradesh government and the enforcement agencies for relentlessly pursuing the perpetrators of illicit trade. Despite the mammoth challenge posed by the COVID-19 pandemic,their hands-on approach and alertness has been highlighted by seizures of large number of cigarettes, liquor, synthetic milk, fake currency and much more, said Anil Rajput, Chairman, FICCI CASCADE.

Counterfeit products create Rs 1-lakh-cr hole in economy, incidents up 24% in 2019: Report

Counterfeiting incidents have increased 24 per cent in the country in 2019 over the previous year, creating an over Rs 1-lakh-crore hole in the economy, according to a report. The report also said counterfeiters are having a free-run due to the pandemic-driven disruptions to organised supply chains and the resultant spike in consumer demand.

According to the report by ASPA, a self-regulated industry body of anti-counterfeiting and traceability solutions providers, counterfeiting has risen steadily in the last few years, and exploiting the pandemic as a cover for their activities. Between February and April 2020, over 150 incidents of counterfeiting cases were reported, mostly about fake PPE kits, sanitisers and masks taking advantage of the high demand for these products, it noted.

"There was a 24 per cent increase in counterfeiting in 2019 over 2018, leading to the loss of more than Rs 1 lakh crore to the overall economy," said Nakul Pasricha, president of Authentication Solution Providers Association. The association works with global authorities like the International Hologram Manufacturers Association, Counterfeit Intelligence Bureau of the Interpol, and domestic industry lobbies like FICCI, he said.

Counterfeiting is a universal issue and is 3.3 per cent of global trade, according to the OECD data, impacting social and economic development across the world. The report lists the currency, FMCG, alcohol, pharma, documents, agriculture, infrastructure, automotive, tobacco, lifestyle and apparel, as the 10 sectors impacted most by counterfeiting.

Among these, currency, alcohol and FMCG continue to be the top three sectors with the highest counterfeiting in the last two years. The FMCG sector is most vulnerable, as counterfeit incidents rose 63 per cent between 2018 (79) and 2019 when the reported cases jumped to 129. Within the states, the fakers have a free-run in Uttar Pradesh, Bihar, Rajasthan, Madhya Pradesh, Bengal, Punjab, Jharkhand, Delhi, Gujarat, and Uttarakhand, calling for urgent actions to frame anti-counterfeiting policy measures.

According to the report, UP continues to be on top followed by Bihar, Rajasthan, and together these three states represent almost 45 per cent of all counterfeiting reported in the last two years. What is more alarming is that counterfeiting is not limited to high-end luxury items today, as common everyday items as fake cumin seeds, mustard cooking oil, ghee, hair oils, soaps, baby care vaccines and medicines are aplenty in the markets.

Addressing a webinar ‘Sahi Fasal – Increasing Water Use Efficiency in Agriculture’, organised by FICCI jointly with NWM, Kumar said, “Measures towards creating consumer awareness about the value of water, efficient monitoring and pricing systems and water auditing will help in improving the water use efficiency. Adoption of better irrigation methods like drip irrigation, changing cropping patterns towards relatively less water intensive crops, access to technology for storage of water and efficient pumping systems and increased usage of treated waste water can potentially improve the water use efficiency for the agriculture sector.”
Naina Lal Kidwai, Past President, FICCI; Chairman, FICCI Water Mission and Chairman, Advent Private Equity said, “While industry may not be the dominant user of water, but industry needs to take the ownership for ensuring efficient water management. Madhya Pradesh Govt calls for industry support in skilling, up-skilling and re-skilling of labourers

Mr S Dhanaraju, Director, Skill Development, Govt of Madhya Pradesh, today called for industry support to take up the responsibility of training people and work together with the government as mutual entities. He added that the industry should come forward in supporting skilling, up-skilling and re-skilling of labourers for gainful employment.

Addressing the webinar ‘Skill Development & Entrepreneurship – Post COVID-19’, organised by FICCI Madhya Pradesh State Council to mark the UN’s World Youth Skills Day 2020, Mr Dhanaraju said, “Madhya Pradesh has always been a leading state in skill development and has one of the best infrastructures as far as the skilling ecosystem is concerned.”
Mr Dhanaraju said that officially, around 13 lakh people returned to Madhya Pradesh, their state of domicile, during the recent migrant exodus. “Madhya Pradesh is one of the few states that has very systematically done skill mapping of almost 7.3 lakh labourers, capturing 23 components that includes information on their educational background, RPL program and short-term skilling courses that they may have undergone, among others,” he said and added that this data is available for the industry to utilise.

While Madhya Pradesh has a target for 25,000 short term skilling and the same for RPL, the ground reports suggest that most of the people are not ready to undergo skilling. “We need to find ways to motivate labourers to come to training centres for short term skilling or RPL. We also need to figure out how industries located in the state can put this skill pool data to its optimum usage,” he said.

Mr Abhishek Pandit, Member – FICCI Skill Development Committee & Director, EduVantage Pvt Ltd. said, “Entrepreneurship and skilling strategies and solutions are going through changes due to the pandemic that has affected millions of people across the world. The need of the hour is to bring innovations and ideas to strengthen the future for this important section of the economy.”

According to the World Economic Forum (WEF), in mere five years, 35% of the skills deemed essential today will change. Hence, it goes without saying that to survive in the post COVID-19 world, there is only one way – evolving and adapting. There will be a permanent change in markets and job requirements in the post-pandemic world. Although it is ambiguous how the post-COVID-19 scenario will be, one thing is that we must learn to live with the virus and constantly adapt to survive, Mr Pandit added.

Mr Siddharth Chaturvedi, Executive Vice President, AISECT said, “It is noteworthy that skilling, up-skilling and re-skilling of India’s workforce will play a crucial role in the success of the government’s vision of ‘Atmanirbhar Bharat’ and the recently launched ‘Garib Kalyan Rozgar Abhiyaan’.

Mr Chaturvedi also said that increased use of digital enablement and a blended approach in the delivery of skills and training is the way forward. “When we have the third version of the PMKVY and another skilling initiative, there will be a larger and more comprehensive role of technology and online delivery of content when we come to the skilling ecosystem,” he added.

Madhya Pradesh: Labour reforms in lockdown spark praise and protests

Chief minister Shivraj Singh Chouhan’s recent labour reforms have drawn mixed response. Demanding immediate withdrawal of the “anti-labour initiatives”, the RSS-backed Bharatiya Mazdoor Sangh (BMS), the left-wing Centre of Indian trade Union (CITU ) and Indian National Trade Union Congress (INTUC) have registered a strong protest against these ‘reforms’. The industrialists, on the other hand, have welcomed it.

Speaking with TOI, the BMS state general secretary, KP Singh said, “Whether it is pay cuts or long duty hours, these are anti-poor decisions and have been taken only to appease the industrialists. These are pro -capitalist pro-industry initiatives. I talked directly to the CM and urged him to withdraw them. Our central leadership will organise a meeting in Delhi and will decide the next course of action.”

In a joint statement, general secretary of CITU in Madhya Pradesh, Pramod Pradhan, state president of INTUC, RD Tripathi, state vice president of All India trade union congress( AITUC) Roop Singh Chouhan, general secretary of Bank employees’ association, VK Sharma,and joint secretary of insurance employees association, Pushan Bhattacharya, termed the new labour initiatives of the state as ‘jungle raj’ and a permission to ‘loot the poor.’ “Following the guidelines of social distancing, 10-15 minutes demonstrations will be held across the state on May 11 to oppose the anti -labour decisions,” reads the statement.

State chief of Federation of Indian Chambers of Commerce and Industry (FICCI) Dinesh Patidar, however, thanked the CM for the initiative. He issued a statement, which said, “The reforms will further strengthen ease of doing business in the state and will play a key role in attracting new investments. They will also smoothen the operations of the current industries. Our workforce will benefit from these measures and there will be huge scope in creation of new job opportunities. The CM has also laid emphasis on MSMEs with provisions that are beneficial for them.”

In context to the Corona crisis, the Chief Minister Shri Shivraj Singh Chouhan has said that the state government will take every necessary step to boost industrial activities in the state. To attract new investment in the state, necessary concession will be provided to all the categories of the industry. The state government has taken the initiative to make amendments in the Labour laws with the same objective. Shri Chouhan was interacting with the representatives of the industrial organizations through video conferencing at Mantralaya today. While terming the initiative to amend the labour laws as a revolutionary step, many industrial organizations have described it as an example for other states.

Shri Chouhan said that owing to the world wide Corona crisis, it has not only affected the body but Corona has also impacted the economy enormously. As a result of exercise carried out continuously this week, some labour laws have been amended to transform the crisis into an opportunity. A process to obtain approval from the Government of India is underway. The facilities that the management of the factories will get from all these efforts will make it possible to improve the economy. Shri Chouhan further mentioned that the state government will take necessary steps on the suggestions of the office bearers of the industrial organizations.

The Chief Minister said that the Prime Minister Shri Narendra Modi says that Jaan bhi hai aur Jahan bhi hai (Life and the world, both are important). Many labour laws will be relaxed in Madhya Pradesh till the next one thousand days. Mainly, relaxation will be given in the provisions of the Factory Act, 1948. Factories will have provision of third party inspection. Moreover, factories will have the right to get rid of registers and changes in the shift.

Shri Chouhan told the industrialists that we all have make efforts together to ensure how to bring back the economy on track. We are partners and colleagues and hence in this context, we all have to make arrangements to ensure development of construction sector, real estate, trade and commerce.

Shri Dinesh Patidar (FICCI):The amendments you are bringing in the Labour Laws for investment are commendable. We will cooperate. Certainly, new investment will come in the state. The work of wheat procurement without crowding is going smoothly in the state.

Shri Anurag Shrivastava (CII):You are doing a good job. Although situation is tough but your attempt to give concessions to new industries is worth welcoming. The Confederation of Indian Industry will definitely give you some suggestions vide a letter.

Shri Mahesh Gupta and Shri Arun Soni (Laghu Udyog Bharti): Industries that run continuously have different problems. Some charges should be reduced to provide relief.

Shri Wasik Hussain (CREDAI): As it is, the real estate is going through bad phase. People can be attracted towards the real estate if there is an exemption in stamp duty for three-four months. Assistance is also needed in diversion and lease rent charges.

Shri Kunal Gyani (PHD Chamber of Chamber of Commerce and Industry): Defer lease rent, maintenance this year. Relief will come if the wages related to ESI (Employee State Insurance Scheme) are paid by the Ministry of Labour, Government of India.

Shri Akhilesh Rathi and Shri Shreyeskar Chowdhary (Madhya Pradesh Textile Mills Association): After agriculture, Textile is a major industry. We are iinitiating 12 hours shift. We are taking full care of the labourers. We request that dearness allowance etc. should not be hiked this year.

Shri Paresh Chawla (Indian Drug Manufactures):About 25 percent less production has taken place. There are problems and a policy should be framed that if there is a corona affected worker in the factory then no action should be taken against him/her.

Shri Hridesh Kirar (Dalit Indian Chambers of Commerce): A special package should be given and manufacturing sector should be benefitted in all districts.

Shri Avinash Sethi and Shri Gaurav Hajra (Nescom): IT companies provide good employment. It is still a growing industry today. Recovery will definitely take time. The entire state has IT Parks. Fixed charges will not be imposed, it is a good decision. Rental subsidy should be extended by one year. Permission should be given for night shift.

Shri Gaurav Taneja (Prominent Industrialist): If we talk about the global scenario then Japan, Korea and America wish to overtake China. India should avail advantage of this opportunity. There is a need to strengthen infrastructure sector. Electronics and Nano technology has got affected in the entire world. Now simplify some of the procedures under the Ease of Doing Business. The Madhya Pradesh can give direction to other states by giving one and half year concessions to some industries.
