Jammu and Kashmir, the northern-most state of India, shares its international border with China, Afghanistan and Pakistan. The state is well-connected with an international airport in Srinagar and two domestic airports in Jammu and Leh. J&K has agro-climatic conditions best suited for horticulture and floriculture. Horticulture is the mainstay of the rural economy, providing employment to large number of local inhabitants. The thrust areas identified by the state government include food processing and agro-based industries, auto ancillaries, precision engineering, computer hardware and electronics, mineral exploration, eco-tourism, silk, handicrafts and leather goods.

Key industries in Jammu and Kashmir

  • Food processing and agro-based industries (excluding conventional grinding and extraction units) thrive in the state because of an excellent climate for horticulture and floriculture.
  • Handicrafts, the traditional industry of the state, has been receiving priority attention of the Government in view of its large employment base and exports potential.
  • The state is famous for some small-scale and cottage industries such as carpet weaving, silks, shawls, basketry pottery, copper and silverware, paper-machine and walnut wood.

The natural resources, coupled with fiscal incentives and the focus of the state government on improving industrial infrastructure, augmenting power generation and skill development make Jammu & Kashmir an attractive investment destination

A delegation of Federation of Indian Chambers of Commerce and Industry (FICCI), Jammu and Kashmir today called on Advisor to Lieutenant Governor, Baseer Ahmad Khan and discussed several issues related to economic activities in the Union territory of Jammu & Kashmir.

At the outset, FICCI appreciated efforts of the Government in alleviating sufferings of the industrialists. They were also appreciative of the steps taken towards Ease of Doing Business in Jammu and Kashmir. FICCI, Chairman, Mr. Irfan apprised the Advisor about the pending issues faced by Industrial unit holders and other sectors besides discussed the road map for promotion of economic activities in Jammu and Kashmir.

Advisor Baseer Khan gave a patient hearing to the issues ventilated by the office bearers of FICCI and said that the government is committed towards promotion of business sector in J&K. He further said that the government has taken slew of measures to ensure ease of doing business in Jammu and Kashmir and launched series of measures for simplifying procedures meant to help business establishments.

The Advisor also assured FICCI delegation that the left out issues of the Industrial unit holders would be looked into and every helping hand shall be extended to the sectors involved in helping the economic activities to flourish in the Union Territory.

Chairman FICCI state council hails relief package

Irfan Ahmed Guju, Chairman FICCI state council and Managing Director, IA Multi Ventures Pvt Ltd. has hailed the UT administration for announcing interim relief package.

In a statement, he said, “A great and endorsable effort by the Honorable Lt Governor Manoj Sinha, to announce the interim relief package of Rs 1350 Cr including interest subvention @ 5% for six months, availability of one time loan settlement and restructuring applicable to standard accounts as on 31st July 19 or 31st March 2020. Based on recommendations of FICCI and other local associations, to grant relief to business fraternity of J&K in these tough times, It will really boost the ailing business sector.”

J&K offers huge opportunities for young entrepreneurs in the food and dairy sector: MD Amul

Dr R S Sodhi, Managing Director, Gujarat Cooperative Milk Marketing Federation Ltd., (AMUL), said that educated youth entrepreneurs in Jammu and Kashmir have huge opportunities in the food and dairy sector. “The Indian food and dairy sector is valued at INR 40 lakh crores, out of which around INR 4 Lakh crores are from the organized sector and Jammu and Kashmir contribute to around 2- 3 per cent.” Dr Sodhi also said that around one-third of the dairy sector is organized.

Addressing a webinar on ‘FICCI Youth Entrepreneurship and Industry Connect’, organized by the FICCI J&K State Council, Dr Sodhi said that to exploit the potential that the sector can offer, the educated entrepreneurs can opt for breeding of calves as crossbred cows have huge marketability; establish cattle feed farms, or even manufacture small milking machines. Entrepreneurs looking at opportunities in the dairy sector lack the training and expertise in the absence of training institutes. Establishing a training school or institution too is something that can be explored by them, he said.

Elaborating on the opportunities that the food and the dairy sector offers, Dr Sodhi said, “Consumers prefer food which are locally processed and locally sold, and of a local brand. This is, however, but subject to meeting quality and brand perceptions.” Dr Sodhi implored young entrepreneurs to go for modern technology, locally sourced ingredients, good packaging, and good quality at affordable prices.

“Among all the sectors and industries, food and dairy are the only sectors that are recession-proof and do not have any chance of a decline or degrowth. 20 per cent of what Indians spend is food spend,” Dr Sodhi added. There are several schemes available from the Animal Husbandry Department and Ministry of Food Processing. “Maximum number of subsidies available in the dairy sector is in J&K,” he informed.

The area of concern, according to Dr Sodhi, however, is that J&K is largely dependent on other states for a lot of milk and milk products. “Whatever milk is produced in rural J&K does not reach its urban counterparts. Lack of market connectivity and absence of correct pricing are the main issues that contribute to the same,” he further added.

Speaking at the webinar, Mehmood Ahmed Shah, KAS, Director Industries Kashmir, said, “We must focus on the factor for chilling of milk which will enable rapid cooling of milk.” He added that land banks had been identified at many places and he suggested that one chilling plant be made mandatory at every land bank. Shah also expressed concerns about the lack of silage in J&K. “Milk production during winters declines. We haven’t yet been able to address this issue,” he added.

GM Dhar, Director JKEDI, Srinagar, said that there was a need for upgradation of the dairy sector in J&K on modern lines and techniques. “Pulwama district is known as the ‘Anand of J&K’. The people’s concern, however, is the quality of milk that is made available to them.” Dhar said that the educated youth of the state is slowly getting attracted to the sector. He invited technical expertise to J&K .

Dr Jabir Ali, Professor, IIM Jammu, said, “The government schemes must be utilized and we must explore the resources provided by the Govt of India in the dairy sector.”

Farooq Ahmed Najar, HR & Admin Head, J&KMPCL (Milk Federation), said, “Our biggest challenge was to carry the milk from the village to the market safely, but we solved it with the help of AMUL and the govt.”

Govt endeavours to promote untapped destinations in J&K: Baseer Khan

The Tourism Department has been asked to make plans and programmes for development and promotion of untapped destinations in Jammu & Kashmir in a big way so that more and more tourists are attracted to visit such places. It was stated by Baseer Ahmed Khan, Advisor to Lieutenant Governor, Jammu and Kashmir while addressing a webinar ‘Rebooting and Revival of Tourism in J&K through Public and Private Partnership’, organised by Federation of Indian Chambers of Commerce & Industry (FICCI) J&K Council.

Urging experts from tourism industry to provide ideas and inputs for further consideration, Khan said, “The economy of Jammu & Kashmir is highly dependent on tourism.”

Zubair Ahmed, Secretary, Tourism and Culture, J&K said, “Kashmir is a unique destination and holds a lot of potential in terms of tourism and adventure. Therefore, as and when situation becomes stable, more and more tourists will embrace this destination.”

Speaking on contribution of tourism in economy of J&K, he said, “Tourism is our focus area and we are aiming at adventure tourism, which would provide much needed boost to the industry. Gulmarg, the famous tourist destination in Kashmir, is not only the backbone of tourism industry but also has the potential to become ‘Davos’ of India.”

Dr Jyotsna Suri, former President FICCI; Chairperson FICCI Tourism Committee and CMD – The Lalit Suri Hospitality Group said, “Tourism has been the worst impacted industry and will take maximum time to revive. However, it is the domestic tourism, which will revive tourism industry in India.”

K B Kachru, Executive Vice President South Asia, Carlson Rezidor Hotel Group said, “A proper Government funding must be there to help tourism industry which can be done with a few policy changes. These will benefit not only the tourism industry but will also bring in more investors to the sector.”

Govt formulating SOPs for revival of tourism in JK: Advisor Baseer

Advisor to Lieutenant Governor, Baseer Ahmed Khan, today said that government is in the process of formulating Standard Operating Procedures (SOPs) for revival of tourism in Jammu and Kashmir.

“SOPs for tourism revival adopted by other states and Union Territories in the country are being studied for reference and replication before finalizing this vital document here in J&K”, the Advisor maintained.

Advisor stated this while addressing a webinar titled “Rebooting and Revival of Tourism in Jammu and Kashmir through Public and Private Partnership” organised by Federation of Indian Chambers of Commerce and Industry (FICCI).

Chairperson FICCI Tourism Committee and CMD- The Lalit Suri Hospitality Group, Executive Vice President, South Asia, Carlson Rezidor Hotel group, K B Kachru and Secretary General FICCI, Dilip Chenoy were among others who participated in the webinar while the session was moderated by Ashish Kumar, Co-Chair FICCI Travel Technology Committee.

Advisor said that the tourism sector can’t be opened up in a jiffy but after due consultations with the stakeholders while laying down all the Standard Operating Procedures (SOPs) in this regard, the Sector can be resumed in a phased manner. He said that the government will soon come up with SOPs for regulating the influx of tourists (during the prevalence of corona virus) keeping the safety of all the players a priority.

He said that tourism industry has suffered a lot and impacted the economy hard and there is a need to reboot and revive the sector. He sought suggestions from the stakeholders in revival of tourism sector.

Advisor Baseer Khan also directed the concerned authorities to focus on the promotional activities through the use of technology to attract tourists once the government will be ready with a policy. He said that tourism in Kashmir doesn’t end with summer but there is a lot of scope for tourism in autumn and winter and we are preparing for that.

Gen Secretary Jammu Hotels, Bar Association said Vikram Gupta that the tourism industry in J&K is on the verge of collapse and needs urgent support from the government. “We are all dependent on domestic travel now for the next 2 years, the government of J&K should focus on leisure and mice and corporate,” he added.

Chairman, IATO J&K and Ladakh Chapter Nasir Shah said that J&K is the only UT in the country which has done a progressive job in controlling Covid -19 spread. “We are hopeful that by June end, red zones will turn into green zones.”

Vice President Tourism Federation of Jammu Tapan Dubey said the government needs to help the industry by announcing incentives and relief packages. “Traditional ways of doing business are going to fade. This is the time when we have to reassess the capacity of the health patients, waste disposable capacities and infrastructure for the tourism industry,” he added.

MD/ CEO Tulip Hospitality Peerzada Fayaz Ahmad said that government authorities should come forward in supporting the industry for their survival.

“Awareness among the tourism fraternity and host population regarding cleanliness of tourist destinations. Capacity building programmes for tourism stakeholders for sustainable tourism practices.”

Secretary General JKTA Shamim Shah said, “We have to be realistic in our approach. Our prime concern should be to fight this crisis and then focus on our businesses.”

Travel, tourism industry seeks Govt support for revival

President Indian Association of Tour Operators, IATO, Pronab Sarkar today said that Covid-19 has impacted the travel and tourism sector and is going through very tough time and the Government must come out for support of this sector.

Addressing the webinar on `Impact, Survival and Strategies for Economic Revival of J&K Tourism’, organised by FICCI, Sarkar said, “We are very uncertain how long it will take to recover, therefore survival is the most important part of our existence.”

He urged upon the Central Government to support the industry. “Going ahead, air travel and road transport will play a key role in the overall development of the sector. State Government has to play bigger role,” Sarkar added.

PP Khanna, president Association of Domestic Tour Operators of India, ADTOI said that domestic tourism is the lifeline of the state. Out of the total tourist arrivals, J&K receives 90 percent from India. “We are hopeful that the Government will support the industry by announcing some relief package,” he said.

Rakesh Mathur, president Responsible Tourism Society of India, said that due to Covid-19 not only the state will loose on tourists but also there will be cancellation of various corporate meetings, seminars etc.

FPIs to be allowed functioning under revised guidelines: Dwivedi

Manoj Kumar Dwivedi, Commissioner Secretary, Industries and Commerce Department has said that as per guidelines issued by the MHA, many industries in J&K have been allowed to operate and soon more Food Processing Industries (FPIs) will be allowed to operate, which qualify the criteria as per revised guidelines.

While addressing a FICCI webinar on ‘Strategies to Analyse situation and Economic Revival for Industries in J&K’, Dwivedi said that the orders to operate industries qualifying under revised guidelines will be issued by tomorrow. Highlighting the SOPs and guidelines issued by the Government, Dwivedi said, “We have to maintain supply lines, especially of essential commodities to keep the machinery working.” He added that the government has constituted a task force to look into agriculture, horticulture and other areas as well. Whatever is in preview of J&K administration, it will be worked upon. “We will also be looking into the demands of industries like seeking some kind of refunds, pending payments, waiver in electricity bills etc,” added Dwivedi.

Lalit Mahajan, President, Bari Brahmana Industries Association and Chairman Federation of Industries Jammu requested J&K bank and RBI to increase working capital margin from 15 per cent to 25 per cent. He added that bank interests for the month of March and April should be exempted by the government besides removing interest on term loans.

Gagan Jain, General Secretary, Birpur Small Scale Industries Association stressed upon the need to include some food factories, which were not mentioned in the SOPs, released yesterday.

Govt ensuring support to labourers, industries: Saurabh

Commissioner/Secretary to the Government of J&K, Labour and Employment Department, Saurabh Bhagat, today said that the Government is aware of the fact that a large number of labourers has been stuck in the Union Territory of Jammu & Kashmir and is taking steps to provide relief to them.”

Addressing FICCI’s interactive session on workforce and Labour issues in J&K during and after COVID-19 via video conferencing, Bhagat said, “We have a board of construction workers in J&K and we are putting an amount of Rs 1,000 to the accounts of construction workers.” He added that the labourer from agriculture will get Rs 2,000 into their accounts.

Bhagat shared that the Government has gathered a data of 44,974 labours so far including details of their name, Aadhaar number and bank account. In addition to this, the Government is also running various camps in the UT to provide relief to the labours to retain them.

Adding that the Government is working towards opening up the area in a calibrated manner, post consultation with health experts, the Secretary hinted that a large package for the industries is on its way. “The Government is well aware of the fact that the industrial sector has to be supported,” said Bhagat.

He further shared that Home Ministry has identified a large number of industries that are critical during this COVID period, for the public distribution system.

Lalit Mahajan, president, Bari Brahmana Industries Association and Chairman Federation of Industries Jammu said that the workers in units producing essential items and come from longer distance, should be given passes. He added that the date for EPF submission should be extended like ESI.

Gagan Jain, general secretary Birpur Small Scale Industries Association spoke about exodus of labour and wage issue. He said, “We need to have a middle path where the Government can also lend a help.”

Sheikh Aashiq, president, Kashmir Chamber of Commerce and Industry suggested if the Government can pay the salaries fully or partly or else banks could give interest free loans against salaries to be paid for which repayment should be kept after a year till all the business will stabilize.

India Inc evinces interest in investing in Kashmir

The central government historic decision to revoke Article 370 and Article 35 A from Jammu Kashmir has paved way for major economic reform in the state.

Sources close to the development said the government to make Jammu and Kashmir a favourite investment destination may come up with a Investor Summit in J&K in October-November.

The state department of industry and commerce has reached out to several corporates including ITC, Tata Group, Suzlon Energy, Mahindra Agrotech, Ultratech Cement and Raddison Hotels to participate in first investors summit.

The government, along with the industry body Confedration of Indian Industry, is planning to organise roadshow in foreign regions such as Middle East Asia, Gulf countries and Singapore to attract foreign investment in J&K. PM Modi along with other top government ministers and officials are likely to attend the investor summit, which would be the first for the state.

Veteran banker Uday Kotak has appealed to many businesshouses and various sector leaders for making investment in J&K and creating multiple job opportunities in the state.

While FICCI hopes that with stability and security returning to J&K, many industries/business will shift to the state, Assocham has shown interest in opening its office there.

Steelbird, one of the leading helmet producers, is also looking to set up a manufacturing unit in the state.

The Maharashtra tourism department is looking to explore tourist opportunities in J& K by developing a resort or hotel there.

The auto industry is hopeful that sales will pick up in the state in the coming years.

Article 370 fallout: As Pakistan suspends bilateral trade, India Inc assures business generation in J&K

Even as Pakistan has decided to downgrade its diplomatic relations and suspend bilateral trade with India over Kashmir issue, Indian industry has rallied behind Prime Minister Narendra Modi-led government and expressed hopes to kick start economic activity in the region. Federation of Indian Export Organisations (FIEO), Federation of Indian Chambers of Commerce and Industry (FICCI) and Confederation of Indian Industry (CII), in separate statements, have lauded the government's move to bring in changes in the structure of governance in Jammu and Kashmir.

"The suspension of trade relations will hit Pakistan more badly as India is less dependent on Pakistan while latter is more. India's goods exported to Pakistan have limited profile as Pakistan has not given MFN status to India and such goods have a ready market in South Asia and Middle East," says Sharad Kumar Saraf, president, FIEO. "Scrapping Article 370 will not only bring in huge trade and business opportunities for both the regions but will also help get the troubled region to stand on its feet," added Saraf.

FIEO Chief said that this bold step by the government would allow flow of investments into the state in sectors such as tourism, real estate, carpets, handicrafts, sports goods, horticulture and food processing and will also help in promoting trade and commerce, especially exports of these products and services from the region.

"Jammu and Kashmir including Ladakh are an area of strong potential for development as it enjoys a range of natural resources and immense talent. Strong and dedicated efforts from the government, trade and industry including handholding of local businesses is the need of the hour today to further help push its growth rate and create new jobs and livelihoods in the region. This multiplier effect would increase the employment opportunities and contribute to India's overall prosperity and growth & development of the country," said Saraf.

FIEO President further added that opportunities, which exist in other key sectors include pharmaceuticals, IT/ITeS, electronics and leather. Shortcomings with regard to post-harvest food processing of apples, saffron, almond, walnut and other fruits and dry fruits. Meanwhile, the acute lack of health care and educational facilities in the state mainly due to lack of private sector participation will soon be overcome by this bold step taken by the government.

FIEO also announced its plans to handhold the exporting community of J&K and Ladakh. FICCI congratulated PM Modi and Shah for their unflinching resolve towards growth of J&K. FICCI, meanwhile, has recommended a ten-point policy agenda for the growth in the region. The agenda relates to sustainable industrial growth, a better investment climate and boosting specific sectors such as tourism, infrastructure and connectivity, agriculture and horticulture, and renewable energy, among others.

"Jammu & Kashmir is an area of strong potential for development as it enjoys a range of natural resources and immense talent," stated Uday Kotak, President Designate, CII in a press release on the conversion of the state into two union territories. "The region's per capita NSDP at Rs 63,995 stands at about 55 per cent of the national average, and agriculture accounts for 80 per cent of the output. Strong efforts from the government and industry, including local businesses, are the need of the hour to raise its growth rate and create new opportunities for employment and livelihoods," he added.

"Strengthening MSME, improving access to finance and elevating education and skill development will be central to the progress of the hard-working people of the region. With the recent significant changes, investment and land purchases for industrial and social development shall be possible, as we look forward to economic prosperity," CII said. CII is in process to partner with the local government in organising an investor's summit in J&K to attract investments.

The Federation of Indian Chambers of Commerce and Industry (FICCI), one of the leading industry bodies in the country, has said that it will create a mechanism for businesses from across the country to look at Jammu & Kashmir (J&K) as well as Ladakh as attractive investment destinations.

“The idea is to promote extensive sharing of potential business opportunities,” said FICCI president Sandip Somany on Wednesday. It is one of the few industry bodies to already have a state council in place in Kashmir, and has already done work on promoting areas like tourism, food processing and skill development.
