Govt mulls AYUSH export promotion council to boost global trade

The AYUSH ministry is currently holding stakeholder consultations to explore setting up of an AYUSH Export Promotion Council (EPC) and procedural steps involving in setting up the council are being taken up, Minister of Commerce and Industry Piyush Goyal informed the Parliament.

In a reply to Ranjeetsinha Hindurao Naik-Nimbalkar (BJP MP from Pune) and Devji Mansingram Patel (BJP MP from Jalore, Rajasthan), Goyal said the Indian Chambers of Commerce and Industry (FICCI) has been tasked to coordinate with the Department of Commerce and the Indian Industry members who are interested in forming the corpus for the export promotion council.

The Union minister said the Ministry of AYUSH has also formed a task force on expanding the trade classification, quality control and standardization of Indian Systems of Medicine (ISM) and Herbal Products. The recommendations of the task force are currently under examination of the government.

Goyal said as most of the products of Ayurveda, Homoeopathic, Siddha, Sowa Rigpa, Unani systems, Herbal Products and Medicinal Plant products are not identified under specific HS Codes (International Harmonised Commodity Description and Coding System) hence the government is taking various steps for standardization of HS Code for AYUSH to achieve price and quality competitiveness to boost the exports.

The Harmonized System (HS Codes) is an international nomenclature for the classification of products. It allows participating countries to classify traded goods on a common basis for customs purposes.

In December last year, the Commerce and AYUSH ministries decided to work together to boost the export of AYUSH products. The decision was taken a joint review of AYUSH trade by Piyush Goyal and Minister of AYUSH Shripad Naik.

The spurt in exports of AYUSH products in recent months is a direct reflection of its growing popularity in many countries. And hence the trade and commerce in the AYUSH sector needed to upscale quickly in order to meet the growing demands from India and abroad.

Need to leverage medical value travel coupled with traditional systems of medicine: Director, Department of Commerce, Ministry of Commerce & Industry

Ms Sangeeta Saxena, Director, Department of Commerce, Ministry of Commerce & Industry, Govt of India today said that India has emerged as one of the most important medical value travel destination in Asia. We have an entire ecosystem of doctors, nurses, paramedical staff coupled with our traditional systems of medicine, she added.

Addressing the inaugural session of the Global Virtual Healthcare and Hygiene Expo 2020, organized by FICCI, Ms Saxena said, “There is a need to further leverage our strengths to provide healthcare to not just to our citizens but to the rest of the world as well.”

Highlighting the issues of quality and transparency, Ms Saxena said that a lot of work has been done in this regard. “While cost-wise we are effective, the industry needs to send out a strong message on the quality and transparency of healthcare,” she added.

Commending FICCI on launching the Code of Ethics recently, she said that in matters of life and death, the most important thing is confidence and trust.

Ms Saxena also urged the industry to come forward and provide credible data on medical value travel, including the number of patients, region of treatment and treatments availed. “The Department of Commerce is working with the Ministry of Health and Family Welfare to get some data. It will be useful if the industry can collect and share the data of medical value travellers for making the policy formulation more robust and fact-based,” she noted.

Industry, she said, must also play an active role in facilitating the medical value traveller along with the government. The concept of medical value travel facilitator needs to be upscaled and we also need to create additional capacities in some of the countries.

Ms Saxena further stated that for creating infrastructure under the Champion Services sector scheme, the government is working to set up day-care centres at AYUSH hospitals, launching skilling programs for practitioners and creating an AYUSH online portal to support the industry. “It is envisaged to be a one-stop portal and will further facilitate the medical value traveller to find AYUSH related information and treatments,” she said.

Emphasizing on the scope of telemedicine post-COVID, she stated that during the pandemic, the government rolled out the guidelines for service providers within India. “The next step should be for these guidelines to be recognized by other countries as well so that our medical professionals can provide services to the rest of the world,” added Ms Saxena.

Dr Tanuja Nesari, Director, All India Institute of Ayurveda highlighted the role of Ayurveda in the treatment of COVID-19. She opined that the future of the medicines is in integration. “AYUSH treatment is not only effective in non-communicable diseases but it is equally effective in treating communicative diseases like COVID-19,” she added.

Dr Sangita Reddy, President, FICCI said, “We believe that India has the capability of becoming the major global manufacturer in the healthcare sector. COVID-19 has pushed us to look for possible innovative ways to communicate and connect, to serve and to transform.”

Mr Pradeep Multani, Co-Chair, FICCI AYUSH Committee and Chairman, Multani Pharmaceuticals Ltd said that we have seen an exponential increase in the demand for pharmaceuticals and AYUSH medicines and products. “The AYUSH traditional medicine system of India has proven its effectiveness and efficacy once again by building immunity in people during the pandemic,” he added.

Mr Mahendra Mehta, President, Indian Pharma Machinery Manufacturers Association (IPMMA) while stating that IPMMA is the backbone to the pharma industry, said that GLOBIZ – Global Virtual Healthcare and Hygiene Expo 2020 is aimed at reviving businesses.

Vaidya Rajesh Kotecha, Secretary, Ministry of AYUSH, GoI, today said that, with a proper regulatory system, India stands to gain enormously as a producer of traditional ayurvedic goods in the global market.
Addressing a webinar ‘Manufacturing Excellence in AYUSH’ organized by FICCI, Vaidya Kotecha said that the world’s growing fascination towards Ayurveda, traditional and alternative medicine is a huge opportunity for Indian manufacturers to dominate the market. Amid challenges posed due to the Coronavirus pandemic, India can become a manufacturing hub for the world market through Ayurveda.

This opportunity can provide a substantial source of income for farmers and companies across the country, he said.

Vaidya Kotecha emphasized on the need for a behavioural change in people towards immunity-enhancing steps and highlighted the evidence that has established the positive role of traditional medicines and practices in enhancing immunity.

Speaking on the strength of AYUSH in mitigating the effects of COVID, Vaidya Kotecha said, “We collaborated with the Delhi Police and other front line warriors, where we provided an Ayuraksha Kit and observed that the incidence of COVID came down to four times in the span of two months with a mortality rate of 0.47.”

He further stated that for an efficient supply chain management in the plantation of medicinal plants, the Ministry is ready to launch Mission Vrikshayush and a 4000-crore scheme of herbal cultivation has been shared in the cabinet.

Speaking on Govt’s perspective on manufacturing excellence Vaidya Kotecha pointed out that the Ministry of AYUSH and MSME Ministry has signed an MoU to give impetus to the Ayush sector where all schemes of the MSME industry will be applicable for the Ayush sector.

He further mentioned that the Govt is working with FSSAI to create a separate category of Ayurvedic Ahaar and working towards launching a portal for drug regulation.

Dr Manoj Nesari, Adviser, Ministry of AYUSH, Government of India & Adviser, FICCI AYUSH Committee, said, as a part of the Atmanirbhar Bharat Abhiyan, there is a tremendous scope in manufacturing and cultivation of medicinal plants for the herbal sector. The herbal market has tremendous growth potential and it is expected to grow by 129 thousand million by 2023. He further expressed that quality is critical for global market registration and that there is a need to develop herbal monographs that will provide a boost to the industry and facilitate export.

Mr Shyam Bang, Chair, FICCI Manufacturing Excellence Taskforce, Chairman, NABCB, Quality Council of India and Director at Jubilant Life Sciences Ltd, said, to be competitive in the global market, the industry must take steps that will lead to global excellence.

“To achieve excellence, the management concepts must be changed to define parameters of excellence. The processes industry must adopt are innovation, quality system, supply chain, visual management and orderliness, these processes will yield productivity, cost, and morale,” he said.

Mr Arvind Varchaswi, MD, Sri Sri Tattva & Co-Chair, FICCI, AYUSH Committee, said manufacturing excellence under the AYUSH Industry has gone through a transformation with immense support from the government. Manufacturing practices have been the highlights of the Sector and the industry is working together to ensure the best practices in this industry, he said.

Dr Sulaiman CT, Senior Scientist & Head, Phytochemistry Division, Centre for Medicinal Plants Research (CMPR), Arya Vaidya Sala Kottakkal, said that an important issue that Ayurvedic industry faces today is the non-availability of genuine herbs in required quantities leading to adulteration and unauthorized institution that affects the quality of medicines adversely. He further mentioned that despite the efforts taken by the authorities to promote the cultivation of medicinal plants, the problem of raw material scarcity leading to adulteration remains a concern to the industry.

Mr Rajinder Singh, Managing Director & Chief Mentor, EFESO Consulting, India Operations said, two most important competencies for any organization to thrive and grow is to sustain and improve. The focus should be on complete wellness and not just the elimination of the diseases.

Dr Sanjeev Asgekar, Vice President, Corporate Quality Assurance, CIPLA Ltd., said the quality of an organization is a shared responsibility between IPD, manufacturing, supply chain, HR, and Finance. He further said man, machine, material, method, and measurement form the core of quality management.
